Implementing the technical infrastructure project for the land use rights auction area in Van Hoang commune
On June 23, the Hanoi People's Committee issued Decision No. 3132/QD-UBND on handing over 13,662.6m2 of completed site clearance in Van Hoang commune, Phu Xuyen district to the Phu Xuyen District People's Committee to implement the project of building technical infrastructure for the land use rights auction area in Cua Dinh rice field, Phu Doi village, Dai Thang commune (now Van Hoang commune).
The project was approved by Phu Xuyen District People's Committee in Decision No. 14/QD-UBND dated January 2, 2024. The boundary of the land is determined in the 1/500 scale master plan drawing prepared by the New Technology Construction Investment Consulting Joint Stock Company - ICT in 2022. According to regulations, land use fees are not collected from the District People's Committee; households and individuals allocated land with long-term land use fees are collected but not through auction or bidding to select investors.
Of the total area of 13,662.6m2: 2,257.73m2 of land belongs to the road opening corridor and the planning area of the North - South high-speed railway line with a green corridor for isolation; 7,945.83m2 is residential land for auction for households and individuals; 3,459.09m2 is used to build technical infrastructure and transportation.
The Hanoi People's Committee requested Phu Xuyen district to promptly deploy the construction of technical infrastructure in accordance with the plan, ensuring regional infrastructure connection. The auction organization process must be public, transparent and effective. The district must also guide the auction winners to fulfill their financial obligations and legal procedures, while using the land for the right purpose, boundary, and area.
Within 12 months from receiving the handover of the site, Phu Xuyen district must put the land into use. If the progress is 24 months behind the investment project, the district will be extended by 24 months. After this time, if the land is still not used or is used for the wrong purpose, the City will reclaim the land without compensation.
The Departments: Agriculture and Rural Development, Justice, Finance, Construction, Hanoi Land Registration Office... are assigned to coordinate and supervise the implementation in accordance with legal regulations.
Hanoi allocates nearly 1,800m2 of land to Phu Xuyen district for infrastructure of the auction area in Khai Thai commune
On June 23, the Hanoi People's Committee also issued Decision No. 3133/QD-UBND on handing over 1,798.1m2 of completed land clearance in Khai Thai commune, Phu Xuyen district to the Phu Xuyen District People's Committee to implement the project of building technical infrastructure for the land use rights auction area in Ong Chai area, Vinh Trung village.
According to the Decision, the project was approved by the People's Committee of Phu Xuyen district in Decision No. 1796/QD-UBND dated April 17, 2025. The location and boundaries of the land are limited by markers M1 to M8, determined in the 1/500 scale master plan drawing prepared by NHP Construction Joint Stock Company and approved by the People's Committee of Phu Xuyen district.
The total area of land allocated includes 1,114.94m2 of residential land (code of lot DG-01) put up for auction for land use rights for households and individuals and the remaining 683.16m2 is for traffic, trees, and technical infrastructure to serve the auction area.
The project was allocated without collecting land use fees to the People's Committee of Phu Xuyen district. Households and individuals who win the auction must fully fulfill their financial obligations according to regulations. Land allocation without auctioning land use rights or bidding to select investors, in accordance with the provisions of Article 124 of the 2024 Land Law.
In case the land is not put into use or the progress is 24 months behind schedule from the time of receiving the land handover, the People's Committee of Phu Xuyen district will be extended by 24 months. If the extension period has expired but the land has not been put into use or is used for the wrong purpose, the City People's Committee will reclaim the land without compensation.
