Within the framework of the State visit to the Republic of India, in the evening of May 6 (local time), in New Delhi, General Secretary and President To Lam attended and delivered a directing speech at the Vietnam - India Innovation Forum with the theme: Cooperation in human resource development, science, technology, innovation and digital transformation.
General Secretary and President To Lam highly appreciated the agencies of the two countries for coordinating to organize the Forum with a very accurate and correct theme, reflecting the development trend of the times and the increasingly deep cooperation needs between Vietnam and India.
The General Secretary and President requested the forum to focus on exchanging and clearly identifying priority areas for cooperation, focusing on strategic technologies shaping the 21st century, including artificial intelligence, semiconductor microchips, digital technology, biotechnology, clean energy and smart manufacturing.
Building new cooperation spaces in science and technology, through large-scale projects and long-term cooperation mechanisms, including promoting the formation of Vietnam - India Digital Partnership; promoting the model of "co-research, co-development, co-production", towards creating technology products with common brands, capable of deeply participating in the global value chain.
Improve the coordination mechanism between stakeholders in the innovation ecosystem, especially the "three-house" model: State - Scientists - Businesses; at the same time promote public-private partnerships, build risk sharing mechanisms, encourage businesses to increase investment in research and development, towards establishing bilateral joint innovation investment funds.
Businesses of the two countries need to play a pioneering role, boldly invest in new technology fields, promote research and development cooperation, and participate in building symbolic cooperation projects, thereby deepening Vietnam-India relations through production linkages, technology transfer and participation in global value chains. The intersection between India's superior technological strength and the generation of Vietnamese youth eager to conquer technology will create a powerful labor force.
The General Secretary and President proposed promoting substantive connections between research institutes, universities and businesses of the two countries, towards forming a Vietnam - India technology human resource corridor. The focus is on building linked R&D centers, joint laboratories, as well as implementing high-quality human resource training programs in fields such as artificial intelligence, semiconductors, data science and network security.
On this occasion, General Secretary and President To Lam, together with the Minister of Science and Technology of Vietnam and the Minister of Electronics and Information Technology of India, witnessed the Handover ceremony of cooperation documents between research institutes, universities, associations and businesses in human resource development, science and technology, innovation and digital transformation of the two countries.
