On May 6, General Secretary and President To Lam held talks with Indian Prime Minister Narendra Modi.
At the talks, the two leaders expressed their pleasure at the outstanding developments in many fields between the two countries after 10 years of establishing the Comprehensive Strategic Partnership framework.
General Secretary and President To Lam emphasized that the two countries still have a lot of potential and great advantages to expand cooperation, bringing practical efficiency to the people and businesses of the two countries and requested the two sides to continue to create conditions for the business community of the two sides to expand their presence in each other's markets.
On that basis, the two sides agreed to elevate relations to "Enhanced Comprehensive Strategic Partnership" in the spirit of "Sharing vision, strategic convergence, substantive cooperation", opening a new stage of development for bilateral relations.
To concretize the enhanced Comprehensive Strategic Partnership, the two leaders exchanged sincerely and agreed on strategic orientations to further deepen cooperation in all aspects.
Accordingly, the two sides affirmed to strongly strengthen political trust on the basis of similar vision, as a core foundation and direction for bilateral relations.
The two sides emphasized the important pillar role of defense and security cooperation and affirmed the expansion of cooperation in the fields of defense industry, security industry, maritime security, cybersecurity, information exchange and counter-terrorism. The Indian side pledged to continue to support Vietnam in training, fostering and improving its defense and security capabilities.
In economic, trade and investment cooperation, the two leaders agreed to create breakthroughs and increase mutual complementarity according to the motto of mutual victory and mutual benefit, especially in strengthening supply chain links and global value chains.
The two sides strive to achieve a trade turnover target of 25 billion USD by 2030 in a balanced and sustainable direction; remove trade barriers to facilitate each other's goods into each country's market.
General Secretary and President To Lam affirmed that Vietnam is ready to increase imports from India to diversify inputs for production; requested India to consider gradually removing regulations related to the standards of the Indian Standards Agency (BIS) for Vietnamese goods.
The two sides encouraged promoting two-way investment in the direction of high quality; creating favorable conditions for large corporations of one country to invest in the other with large-scale, iconic projects, especially in fields such as infrastructure, renewable energy, pharmaceuticals, high technology...
General Secretary and President To Lam and Prime Minister Narendra Modi also agreed to take science and technology, innovation and digital transformation as the driving force for the new development stage of the relationship.
The two sides agreed to expand and further promote cooperation in core technology fields such as semiconductor, artificial intelligence, information technology, 6G, healthcare, exploitation cooperation, essential mineral processing, nuclear energy for peaceful purposes; promote the formation of a cooperation ecosystem between technology enterprises of the two countries, towards establishing joint ventures, research and development centers, and joint innovation centers.
After the talks, General Secretary and President To Lam and Prime Minister Narendra Modi witnessed the signing and handover of many cooperation documents in the fields of science and technology, essential minerals, health, tourism and culture, finance, cybersecurity, local cooperation, auditing; agreed to direct ministries and sectors to urgently and effectively implement the agreements reached, bringing Vietnam-India relations into a new stage of development.
