Vietnam observes mourning for Lao National Assembly Chairman Saysomphone Phomvihane according to the National Funeral ceremony for 2 days, from August 10 to 11, 2026.

Special notice dated August 9 stating: The Central Executive Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam, and the Central Committee of the Vietnam Fatherland Front announce:

Comrade Saysomphone Phomvihane; born December 12, 1956; Member of the Politburo of the Lao People's Revolutionary Party Central Committee, Chairman of the National Assembly of the Lao People's Democratic Republic passed away on August 8, 2026, at the age of 70.

Comrade Saysomphone Phomvihane is a key leader of the Lao People's Revolutionary Party; a person who has made many important contributions to the Lao Revolutionary cause, as well as in the cause of protecting, building and developing Laos. He is a leader who plays an important role in inheriting, nurturing and developing the great friendship, special solidarity, comprehensive cooperation, and strategic cohesion between Vietnam and Laos. His passing is a great loss for Laos and Vietnam - Laos relations.

To express mourning for Comrade Saysomphone Phomvihane and stemming from the special relationship between Vietnam and Laos, the Central Executive Committee of the Communist Party of Vietnam, the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam and the Central Committee of the Vietnam Fatherland Front decided to observe the mourning of Comrade Saysomphone Phomvihane according to the National Funeral ceremony for 02 days, from August 10 to 11, 2026.

During this time, agencies and offices nationwide and representative agencies of Vietnam abroad should fly flags and have mourning bands as prescribed; do not organize public entertainment activities.
