This morning (December 26), in Hanoi, the 7th Vietnam - Russia Defense Strategy Dialogue took place.
Senior Lieutenant General Hoang Xuan Chien - Member of the Party Central Committee, Member of the Central Military Commission, Deputy Minister of National Defense and Senior Lieutenant General Alexander Vasilyevich Fomin - Deputy Minister of Defense of the Russian Federation co-chaired the dialogue.
Speaking at the dialogue, Senior Lieutenant General Hoang Xuan Chien affirmed the important pillar role of defense cooperation in the overall traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation.
Senior Lieutenant General Hoang Xuan Chien highly appreciated the cooperation results that the two countries' Defense Ministries have achieved since the 6th Vietnam - Russia Defense Strategy Dialogue (July 2023) in many fields.
Senior Lieutenant General Hoang Xuan Chien suggested that the two sides continue to make efforts to promote bilateral defense cooperation in an increasingly practical and effective manner in the coming time, focusing on the following contents: Exchange of delegations at all levels, especially high-level delegations; effectively promoting important cooperation mechanisms, such as the Intergovernmental Coordination Committee on the Vietnam - Russia Tropical Center, Defense Strategy Dialogue; continue to strengthen cooperation between military and service branches; training military medicine and Russian language; support the Vietnamese Ministry of National Defense to implement the contents of the dossier "70 years of defense cooperation between Vietnam - Soviet Union/Russian Federation".
At the dialogue, Senior Lieutenant General Alexander Vasilyevich Fomin emphasized that this year marks the 30th anniversary of the signing of the Treaty on the Basic Principles of Friendly Relations between Vietnam and the Russian Federation (1994-2024); acknowledged the good results in bilateral defense cooperation in recent times, affirming that defense cooperation is a pillar in the Vietnam - Russian Federation relationship.
Senior Lieutenant General Alexander Vasilyevich Fomin affirmed that he will continue to actively coordinate with the Vietnamese Ministry of National Defense to implement the work agreed upon by the two sides, thereby promoting the Vietnam - Russian Federation defense cooperation to become increasingly effective, substantive, and in-depth.
At the Dialogue, the two sides shared their views on the world and regional situation of mutual concern. Senior Lieutenant General Hoang Xuan Chien emphasized that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; is ready to cooperate with countries and international organizations for peace, cooperation and development in the region and the world; persistently struggles to resolve all disputes and disagreements by peaceful means on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Regarding defense policy, Vietnam consistently pursues the "four no's" defense policy.
The two sides expressed their belief that the results of the 7th Vietnam-Russia Strategic Defense Dialogue will create momentum for the two countries' Defense Ministries to implement increasingly substantive, effective, and practical defense cooperation.
At the end of the Dialogue, the two Heads of Delegation signed two documents, serving as a basis for the working levels of the two countries' Defense Ministries to organize and implement cooperation contents in the coming time.
Vietnam's "four no's" defense policy: No participation in military alliances; no ally with one country to fight another; no allowing foreign countries to set up military bases or use territory to fight against other countries; no use of force or threat of use of force in international relations.
