Improve the overall quality and combat strength of the Army
This morning (December 26), in Hanoi, the Central Military Commission and the Ministry of National Defense held the 2024 Military-Political Conference for the entire army, according to VNA.
Speaking at the Conference, Politburo member and President Luong Cuong commended and congratulated the achievements of the Central Military Commission, the Ministry of National Defense, and officers, soldiers, workers, and civil servants of the entire army in 2024.
Basically agreeing with the proposed directions, tasks and solutions, President Luong Cuong requested the Central Military Commission and the Ministry of National Defense to continue to thoroughly grasp the tasks, perform well the strategic advisory function to the Party and State on military and national defense; be proactive, sensitive, improve research and forecasting capacity, have flexible and effective response policies to situations, avoid being passive and surprised, maintain a peaceful and stable environment for national construction and development.
The President requested the entire army to thoroughly grasp and seriously implement the policy of all-people national defense, people's war, and protect the Fatherland in the new situation, relying on the people, "people are the root". Coordinate and specifically deploy solutions to build and consolidate all-people national defense, "people's hearts and minds", and firmly defend military regions and defense areas at all levels.
At the same time, well implement the policy of combining national defense with economy, economy with national defense; research and adjust strategic arrangements in accordance with adjusting the Army organization in the new situation.
President Luong Cuong emphasized the need to focus on improving the overall quality and combat strength of the Army; strictly maintaining combat readiness, firmly protecting the airspace, sea, border, inland and cyberspace.
At the same time, coordinate with forces to maintain security and order nationwide; perform civil defense tasks well, proactively and effectively respond to non-traditional security challenges. Relevant parties actively research and develop military art and combat to effectively respond to high-tech warfare; innovate and improve the quality of training, education, and exercises to meet new combat conditions.
Carefully prepare and successfully organize party congresses at all levels
The President suggested continuing to take care of building a politically strong Army, a truly clean, strong, exemplary, and representative Party organization in terms of politics, ideology, ethics, organization, and cadres; maintaining and strengthening the Party's absolute and direct leadership in all aspects over the Army.
At the same time, carefully prepare all aspects, especially documents and personnel, to successfully organize party congresses at all levels for the 2025-2030 term and the 12th Army Party Congress. The Army Party Congress must truly be a model, representative, and intellectual congress.
The President requested to actively innovate and improve the quality of political and ideological education, information and propaganda work; effectively implement protection work, mass mobilization, policies, "gratitude and repayment" activities, emulation movements of "skillful mass mobilization", "good mass mobilization units", contributing to consolidating a solid "people's hearts and minds position".
Along with that, it is necessary to ensure adequate and timely logistics, engineering, defense industry and other aspects of work to meet both regular and ad hoc tasks. At the same time, continue to promote the development of modern, dual-use defense industry.
The President noted the need to actively and proactively implement international integration and defense diplomacy in a synchronous, comprehensive and effective manner, ensuring the highest national interests according to the motto "More friends, fewer enemies", "Respond to all changes with the unchangeable"; improve the effectiveness of bilateral and multilateral defense cooperation. Actively and responsibly participate in defense diplomacy activities, regional and international multilateral forums, and United Nations peacekeeping.
