On July 8, in Hanoi, General Phan Van Giang, Member of the Politburo, Deputy Secretary of the Central Military Commission, Deputy Prime Minister, Minister of National Defense received Japanese Ambassador Extraordinary and Plenipotentiary to Vietnam Ito Naoki.
Affirming that Vietnam always values the Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the world with Japan, General Phan Van Giang said that, along with the deep development of Vietnam-Japan relations, bilateral defense cooperation has been promoted by both sides, constantly expanding, going deeper, becoming increasingly effective and practical.
Japan is one of the few Vietnamese partners that fully maintains the Deputy Minister-level Defense Policy Dialogue, Consulting with Staff Officers of the three Armies: Navy, Army and Air Force.

Deputy Prime Minister, Minister of National Defense Phan Van Giang highly appreciated Japan's cooperation and support in fields such as: training, defense industry, technology transfer, overcoming war consequences; and at the same time wished that in the coming time, Ambassador Ito Naoki would continue to pay attention and support so that the contents of Vietnam - Japan defense cooperation can be implemented smoothly and achieve substantial results.
In which, focus on the following areas: Delegation exchanges at all levels, especially high levels; maintaining consultation and dialogue mechanisms; signing cooperation documents; cooperation between armed forces, military services, defense industry, training, military medicine, network security, United Nations peacekeeping, war recovery; coordination and mutual support at international multilateral forums, especially within the framework of the ASEAN Defense Ministers' Meeting (ADMM+).
Expressing his wish that Japan would continue to allocate existing scholarships and expand training types, increase the quota for university and postgraduate training in science and technology for the Vietnamese Ministry of National Defense, General Phan Van Giang expressed his belief that with the foundation built over the past decades, along with the consensus and high consensus as well as the continuous efforts of the leaders and people of the two countries, Vietnam-Japan relations will continue to have new developments in all fields, in accordance with the aspirations and common interests of the people of the two countries, making positive contributions to peace, stability, cooperation and development in the region.
On this occasion, General Phan Van Giang respectfully invited leaders of the Ministry of National Defense, the Japan Self-Defense Forces and Japanese defense industry enterprises to attend the 3rd Vietnam International Defense Exhibition, scheduled to be held in Hanoi in December 2026.
Highly appreciating the defense cooperation relationship between Vietnam and Japan in the past time, Ambassador Ito Naoki affirmed that in his position, he will strive to coordinate with the Ministry of National Defense of Vietnam in implementing the agreed cooperation contents, contributing to promoting the Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the world between Vietnam and Japan in general, and the cooperation relationship between the Ministries of National Defense of the two countries in particular becoming more substantive and effective.
