Vietnam - Russia agreed that defense and security cooperation is a strategic pillar, promoting cooperation on cybersecurity and exchanges between military personnel of the two countries.

On June 18, Politburo Member, Prime Minister Le Minh Hung met with Russian President Vladimir Putin.

At the meeting, Russian President Vladimir Putin affirmed that Vietnam is one of Russia's most important partners and a close friend in the region, playing a very important role in connecting Russia with ASEAN countries, promoting Russia's cooperation initiatives in the region.

Prime Minister Le Minh Hung affirmed that the leaders of the Party, State, and Government of Vietnam consistently consider Russia as a top important partner in their foreign policy; emphasizing that although the world situation has many fluctuations, the traditional friendly relations between Vietnam and Russia continue to develop positively in many fields.

Within the framework of the meeting, Prime Minister Le Minh Hung and President Vladimir Putin exchanged views on directions and measures to create breakthroughs for bilateral cooperation to bring more practical results, firmly consolidate the foundation of the Comprehensive Strategic Partnership for long-term development, effectively serving the development of each country.

The two sides agreed to strengthen regular and substantive dialogue at all channels and levels, and promptly exchange views on bilateral and multilateral issues. The two sides agreed that defense and security cooperation is a strategic pillar, promoting cooperation on cybersecurity and exchanges between military personnel of the two countries.

Prime Minister Le Minh Hung and President Vladimir Putin agreed to promote negotiations to soon put into operation the Ninh Thuan 1 Nuclear Power Plant construction project, considering energy - oil and gas, nuclear power cooperation as one of the important pillars of Vietnam - Russia cooperation and need to be implemented according to the roadmap.

The two leaders also agreed on directions to be implemented in the coming time, including economic - trade, investment, science - technology, education, training, transportation, culture - tourism cooperation, to continue to deepen cooperation.

In which, regarding economic and trade cooperation, the two sides are determined to aim for the goal of bilateral trade turnover to soon reach 15 billion USD; agreed to continue to coordinate cooperation in mining industry, transportation, shipbuilding, railway modernization, expansion of transport corridors, intermodal railway lines through China and internationally.

Prime Minister Le Minh Hung requested the Russian side to create more favorable conditions for some Vietnamese goods to access the Russian market, especially agricultural products; remove restrictions on some seafood processing facilities exporting to Russia and expand the list of businesses eligible to export this item to Russia as well as member countries of the Eurasian Economic Union (EAEU).

The Prime Minister also requested the Russian side to consider negotiating amendments to the FTA between Vietnam and the EAEU, completely eliminating the threshold protection measures for Vietnamese textiles and footwear goods to Russia and the EAEU.

The two sides agreed to promote tourism cooperation and people-to-people exchanges, soon open a Vietnamese Cultural Center in Russia, consider building a Russian School in Hanoi and organize the Russian Culture Season in Vietnam in 2027.
