The Ministry of Foreign Affairs said that on the afternoon of May 25, within the framework of an official visit to Malaysia and attending the 46th ASEAN Summit, Politburo member and Prime Minister Pham Minh Chinh held talks with Malaysian Prime Minister Anwar Ibrahim.
Prime Minister Pham Minh Chinh respectfully conveyed the greetings of senior Vietnamese leaders to the King and leaders of Malaysia, and invited Malaysia to send a delegation to attend the 80th anniversary of Vietnam's National Day in September 2025.
The Prime Minister emphasized that Vietnam always attaches importance to the friendship and multifaceted cooperation with Malaysia, affirming that the visit will contribute to strongly promoting the Comprehensive Strategic Partnership between the two countries.
Prime Minister Pham Minh Chinh shared about Vietnam's achievements in institutional reform, development of science and technology, innovation and comprehensive and extensive international integration.
The two Prime Ministers expressed their satisfaction with the development of bilateral relations, especially after upgrading to a Comprehensive Strategic Partnership in November 2024. Bilateral trade turnover will reach 14.2 billion USD in 2024; Malaysia is in the group of 10 countries with the largest investments in Vietnam with a total registered capital of more than 13 billion USD.
The two sides acknowledged positive progress in defense, security, energy, education, science - technology, tourism and people-to-people exchanges. On this occasion, Hanoi National University and Ho Chi Minh City National University signed a cooperation document with Malaysia National University.
Regarding the cooperation orientation in the coming time, the two sides agreed to increase delegation exchanges and high-level contacts; effectively implement bilateral cooperation mechanisms; strive to bring trade turnover to 20 billion USD by 2030; reduce trade barriers and facilitate the import and export of potential products such as agricultural products, food, electronic components, construction materials.

Prime Minister Pham Minh Chinh affirmed that Vietnam is ready to provide stable rice to Malaysia; proposed to soon sign a cooperation document in the field of Halal industry.
The two sides agreed to strengthen defense cooperation, establish a cooperation mechanism between the Navy, Air Force, and Coast Guard; coordinate in preventing transnational crimes and terrorism; do not let organizations and individuals use the territory of one country to fight against another.
The two Prime Ministers emphasized the importance of marine and ocean cooperation, agreed to consider establishing a marine consultation mechanism and a hotline against IUU fishing, supporting Vietnam in removing the EC's yellow card.
The two sides also agreed to promote cooperation in other areas such as aviation, tourism, increased flight frequency, education, labor, agriculture, sports, and culture.
Regarding regional and international cooperation, the two sides highly appreciated the effective coordination and mutual support at international forums. Prime Minister Pham Minh Chinh affirmed that Vietnam will closely coordinate with Malaysia to implement ASEAN 2025 priorities under the theme "Sustainability and Inclusion".
The two sides agreed to maintain ASEAN's common stance on the East Sea; promote negotiations on effective and substantive Codes of Conduct (COC) in accordance with UNCLOS 1982.
