Attending the conference were Mr. Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee; representatives of leaders of a number of central departments, ministries and branches; representatives of leaders of the Provincial Party Committee and People's Committee of Lao Cai and Vinh Phuc provinces.
At the conference, Mr. Nguyen Quang Duong, Deputy Head of the Central Organizing Committee, announced the decision to transfer and appoint Mr. Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lao Cai province to join the Executive Committee, Standing Committee, and hold the position of Secretary of the Vinh Phuc Provincial Party Committee for the 2020-2025 term.
Mr. Dang Xuan Phong was born in 1972, his hometown is Tien Lu commune, Lap Thach district, Vinh Phuc province. He has a doctorate in economics and a bachelor's degree in political theory. In 1994, he started working at the Department of Planning and Investment of Lao Cai province as a specialist in the General Department.
During his working process, Mr. Dang Xuan Phong successively held the positions of leader of the General Department, Deputy Director, Director of the Department of Planning and Investment of Lao Cai province; Vice Chairman of Lao Cai City People's Committee; Secretary of Bac Ha District Party Committee, Lao Cai province; Vice Chairman of Lao Cai Provincial People's Committee; Deputy Secretary of Provincial Party Committee, Chairman of Lao Cai Provincial People's Committee.
At the 16th Lao Cai Provincial Party Congress, term 2020 - 2025, he was elected to hold the position of Secretary of Lao Cai Provincial Party Committee.
Previously, from January 6 to 8, the Central Inspection Committee held its 53rd meeting and proposed disciplinary action against Mr. Duong Van An, member of the Party Central Committee, Secretary of Vinh Phuc Provincial Party Committee, former Secretary of Binh Thuan Provincial Party Committee.
According to the Central Inspection Commission, during his tenure as Secretary of the Binh Thuan Provincial Party Committee, Mr. Duong Van An violated Party regulations and State laws in performing his assigned duties and tasks; in preventing and combating corruption, waste, and negativity.
Mr. Duong Van An also violated regulations on what party members are not allowed to do and the responsibility to set an example.
The Central Inspection Commission determined that these violations caused serious consequences, reducing the prestige of the Party organization and local government, to the point that disciplinary action was required.
Notably, Mr. Duong Van An only took office as Secretary of the Vinh Phuc Provincial Party Committee in March 2024, meaning less than a year until he was disciplined.
