On June 27 and 28, the People's Council of Vinh Phuc province, term XVII, held its 26th session. This is the last session before the merger of Vinh Phuc with Phu Tho and Hoa Binh provinces to establish the new Phu Tho province from July 1, 2025.
At the session, delegates of the Vinh Phuc Provincial People's Council focused on discussing in the hall; voting to approve 13 resolutions, including 1 resolution submitted by the Standing Committee of the Provincial People's Council; 12 resolutions submitted by the Provincial People's Committee on mechanisms and policies that have a wide impact, directly affecting the socio-economic development of the province. At the same time, it contributes to removing difficulties, promoting production development, and improving people's lives.
Informing about the economic situation of the province in the first 6 months of 2025, Chairman of Vinh Phuc Provincial People's Committee Tran Duy Dong said that in the first 6 months of 2025, many economic indicators of the province achieved and exceeded the plan such as: GRDP growth rate is estimated to increase by about 10% compared to the same period in 2024, the second highest increase in the period from 2020 to present.
Total budget revenue reached nearly VND19,000 billion, an increase of 22.4% over the same period in 2024, reaching 70% of the estimate assigned by the Provincial People's Council and reaching about 59% of the scenario for the whole year 2025.
Attracting foreign investment capital reached 410 million USD; attracting DDI capital reached more than VND 4,500 billion exceeding the target for the whole year of 2025, reaching 90% of the target for the striving scenario; the disbursement rate of equitable investment capital was 58% compared to the plan assigned by the Central Government, higher than the same period in 2024 (31.8%) and higher than the average disbursement rate of the whole country (32.06%), ranking 3rd out of 11 provinces in the Red River Delta...
Mr. Tran Duy Dong affirmed that the above comprehensive and positive results are a testament to the spirit of solidarity, high determination and great efforts of the Party Committee, government and people in the province for the prosperous development goal of Vinh Phuc.
From July 1, 2025, when merging into the new Phu Tho province, it will open up a wider development space with more potential and advantages. In which, the orientation of Vinh Phuc area will continue to be an economic, industrial, trade service, logistics center, and a development locomotive of the new Phu Tho province. Therefore, the key tasks in the last 6 months of the year will continue to play a key role, creating a foundation for the development of Phu Tho province after the merger.
Speaking at the closing session, Vice Chairman of Vinh Phuc Provincial People's Council Ha Quang Tien affirmed that this is a session of special historical significance, the last session of Vinh Phuc Provincial People's Council after 28 years of re-establishment. At the time of transfer, the biggest requirement is to ensure that the local government apparatus operates continuously, without interruption, without leaving any tasks vacant.
The People's Council of Vinh Phuc province requested the Provincial People's Committee and sectors and localities to focus on completing the arrangement of the apparatus according to the 2-level government model; ensuring reasonable staff arrangement, handing over documents and assets in accordance with regulations; speeding up the disbursement of public investment capital and implementing administrative procedures well, especially in the early stages after the merger.
Mr. Ha Quang Tien also requested departments and branches to coordinate with the Provincial People's Council Committees to review the system of mechanisms and policies to promptly adjust or propose new issuance, in accordance with the reality of the new Phu Tho province.
