The case caused a loss of about 396 billion VND
This evening (December 25), the Central Internal Affairs Commission - the standing agency of the Central Steering Committee on preventing and combating corruption, waste and negativity (Steering Committee) organized the announcement of the results of the 29th Session of the Steering Committee.
At the announcement ceremony, Major General Nguyen Quoc Toan - Chief of the Office of the Ministry of Public Security, Spokesperson of the Ministry of Public Security - discussed with the press about a number of cases and incidents that are of public interest.
Regarding the incident related to the project to build the Ministry of Foreign Affairs headquarters and the air monitoring station in Hanoi, Major General Nguyen Quoc Toan affirmed that the competent authorities of the Ministry of Public Security are inspecting, investigating, reviewing and verifying.
"In which, the Ministry of Foreign Affairs headquarters project is studying the Government Inspectorate's transfer documents," said Mr. Toan.

Regarding the case that occurred at Vietnam Cement Corporation (VICEM), the police have initiated a criminal prosecution and prosecuted 14 defendants related to violations of State management regulations causing losses and violations in bidding.
Through investigation, the damage was determined to be about 396 billion VND. The investigation agency has temporarily detained and frozen assets estimated at over VND257 billion, excluding stocks.
"The investigation agency is accelerating the investigation of this case, in accordance with the direction of the Central Steering Committee, and promptly prosecuting according to regulations," said Mr. Toan.
Regarding the Hoi Xuan Hydropower Project (Thanh Hoa), Mr. Toan said that he is in the process of handling crime reporting, when there are results, the Ministry of Public Security will notify.
Resolutely handle corruption and waste cases and incidents
Deputy Head of the Central Internal Affairs Commission Dang Van Dung said that 2026 is of special significance, marking the time when the country enters a new era, being the first year of implementing the Resolution of the 14th National Party Congress, the year of organizing the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Therefore, the activities of the Steering Committee need to closely follow and effectively implement the policies and tasks of preventing and combating corruption, waste and negativity according to the Resolution of the 14th National Party Congress and the requirements, tasks and solutions agreed upon at the National Conference summarizing the work of preventing and combating corruption, waste and negativity.
The General Secretary requested to be more determined, more effective, more sustainable, and recently created a good foundation, need to do better, not be subjective or satisfied - Mr. Dung said.

The Steering Committee also requires focusing on inspecting, supervising, auditing, investigating, and thoroughly handling serious and complicated corruption, waste, and negativity cases and incidents that are of public concern; not to let old violations repeat; not to let corruption, waste, and negativity occur in the implementation of key national and local projects and works. Strive to complete the investigation and handling of 21 cases and 5 cases under the supervision and direction of the Steering Committee in 2026.
At the same time, urgently complete the review and final handling of projects and works that are behind schedule, have long-term backlogs, and are at risk of loss and waste. Especially the 10 key projects that the Steering Committee assigned the Government Party Committee to direct the handling. Focus on investigating and strictly handling a number of typical cases and incidents of loss and waste to deter, warn, and prevent violations.
