Minister of Home Affairs Pham Thi Thanh Tra has signed and issued Circular 002/2025 amending and supplementing a number of articles of Circular 01/2025 guiding the implementation of policies and regimes for cadres, civil servants, public employees and workers in implementing the restructuring of the apparatus of the political system.
This Circular guides the implementation of policies and regimes for cadres, civil servants, public employees, and workers (including those working in key organizations) in agencies, organizations, and units specified in Article 1, Decree 178/2024 (amended and supplemented in Decree 67/2025) in the process of restructuring the apparatus and administrative units at all levels, streamlining the payroll.
Regarding the subjects of application, the Circular clearly states: Cadres, civil servants, public employees; commune-level cadres, civil servants and workers specified in Point a, Point b, Point c, Point g, Clause 1 and Clause 2, Clause 3, Clause 4, Article 2 and people working in key organizations (excluding subjects under the guidance responsibility of the Ministry of National Defense and the Ministry of Public Security specified in Article 22 of Decree No. 178/2024) specified in Point e, Clause 1, Article 2 of Decree No. 178/2024 (amended and supplemented in Decree No. 67/2025).
Notably, in this Circular, the Ministry of Home Affairs amends and supplements regulations on current monthly salary for salary earners according to the salary table prescribed by the State.
Accordingly, the monthly salary is now: salary according to rank, rank, rank, position, title, career title and salary allowances (including: Leader allowance; seniority allowance; yes) according to the law on salary.

The basic salary to calculate the current monthly salary is the basic salary prescribed by the Government at the time of the previous month adjacent to the month of retirement.
Also in Circular 002/2025, the Ministry of Home Affairs guides the calculation of policies and regimes for people retiring early with 5 specific cases.
