On September 18, Politburo member and Prime Minister Pham Minh Chinh attended and gave a speech at the National Conference on the implementation of Resolution No. 147/NQ-CP on the national comprehensive strategy for prevention and response to non-traditional security threats until 2030, with a vision to 2045.
Speaking at the conference, the Prime Minister stated that non-traditional security threats are having a very strong and comprehensive impact on the sustainable development of Vietnam and the lives of the people. If the prevention and response work is not done well, the consequences will be unpredictable.
The development of science and technology, artificial intelligence, and digital transformation is both an opportunity and a challenge for national security when science and technology are a means for the development of all types of crimes.
Traditional crimes are more sophisticated; new crimes tend to increase strongly (online fraud crimes, high-tech crimes, transnational crimes...).
Private rights and personal data have many risks; cybersecurity and information security face many challenges (cyber attacks, data theft, false information, fake news, distorted, bad and toxic...).

The head of the Government assessed that non-traditional security issues are all-people, comprehensive, global, no one, no country can solve alone, no country is safe if the world is still threatened.
Therefore, there must be the cooperation and solidarity of the whole world, promoting multilateralism to solve the problem, each person must have their own responsibility.
According to the Prime Minister, it is necessary to improve the ability to forecast and warn, focus on basic research, grasp the situation, propose appropriate and effective tasks and solutions based on data, application of science and technology, innovation, digital transformation.
The Prime Minister clearly stated the goal of preventing and responding to non-traditional security threats to contribute to rapid and sustainable development, protecting security, safety, and people's safety, preventing and repelling incidents, and if they do happen, they must be resolved quickly, respond promptly and effectively.
Research, supplement, and perfect a synchronous system of policies and laws, creating a solid legal corridor for the organization of activities of management agencies at each level, ensuring both comprehensiveness and in-depth expertise in preventing and responding to non-traditional security threats.
Improve forecasting, warning capacity, analytical and operational capacity based on science and data; thoroughly apply the achievements of the fourth industrial revolution; promote science and technology, innovation and digital transformation in preventing and responding to non-traditional security threats.
Develop response scenarios; develop digital technology, AI, big data, sensor networks to improve early warning capabilities, model risks, assess impacts and forecast emerging threats; build data systems related to non-traditional security threats.
