On the morning of February 26, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the Central Steering Committee for Housing Policy and Real Estate Market chaired the 6th meeting of the Steering Committee to review and evaluate the implementation of the tasks set out at the 5th meeting, especially discussing policies for the housing segment for people with average incomes.
The meeting was held directly at the Government headquarters, online with 34 provincial and city bridges.
Attending the meeting were: Deputy Prime Minister Tran Hong Ha; Minister of Construction Tran Hong Minh; leaders of ministries, branches, central agencies; leaders of provinces and cities; representatives of associations, businesses, and banks.
Speaking at the opening of the meeting, the Prime Minister emphasized that the right to housing is a basic right of citizens; each citizen has the right to equal, public, and transparent access to housing in accordance with income and socio-economic development conditions of the country, ensuring harmony of interests of the State, people, and businesses.
Housing development needs to diversify segments, including commercial housing and social housing (NƠXH), but no matter which segment, infrastructure must be complete, synchronous, equal, comprehensive, and inclusive.
The Prime Minister said that in 2025, the Government has directed very drastically, issuing policies and removing difficulties and obstacles to develop housing, especially social housing.
Accordingly, more than 100,000 social housing units have been completed, aiming to complete 1 million social housing units by 2028, 2 years earlier than expected.
However, reality poses new requirements, especially the housing needs for people with average incomes from 20 million VND/month.
Therefore, the Prime Minister requested that at this 6th Meeting, the Steering Committee and localities, and delegates should focus on discussing, unifying thinking, and discussing solutions on developing the housing segment for people with average incomes, increasing housing supply for many different subjects, and ensuring equal rights in accessing housing for each citizen.
In which, it is necessary to discuss policies to strengthen land funds for commercial housing projects with prices suitable for people with average incomes; accelerate land use planning, general construction planning, in which research prioritize allocating land funds for commercial housing with reasonable prices.
Strengthen urban development in the direction of TOD urban transport to optimize land use, reduce traffic congestion, and improve land use quality.
Along with that, allocate preferential credit sources for commercial housing projects with appropriate value that people have a need to buy houses for.

The Head of Government noted that the ultimate goal is to increase the supply of real estate, suitable for many subjects, contributing to reducing real estate costs so that subjects with housing needs can have equal, public, and transparent access, avoiding inconvenience and negativity.
The Prime Minister emphasized the spirit of "not wasting a day; not being late for a week; not missing opportunities in a month; not being passive in a year", urgently having policies to meet practical requirements in this field.
