Completing the database for inspection and control of officials' assets in June

The Prime Minister requested the Government Inspectorate to complete the database for inspection and control of assets and income of officials and civil servants in June 2026.

On February 25, Prime Minister Pham Minh Chinh - Head of the Government Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06, chaired the first meeting of the Steering Committee in 2026.

Reports at the meeting said that 2,690/3,085 administrative procedures (87.2%) and 1,973/2,371 business conditions (83.2%) have been cut and simplified, helping to save about 34.6 trillion VND (28% of compliance costs); completed the simplification of 1,061/1,084 administrative procedures related to citizen papers (98%).

From July 1, 2025 to January 7, 2026, 34 localities received 29.4 million dossiers, of which 24 million dossiers were online, the on-duty rate reached 91%.

Concluding, Prime Minister Pham Minh Chinh agreed with the spirit of the 2026 theme: "Digital economic breakthrough - Taking the data economy and artificial intelligence as pillars for a more sustainable and smarter new development".

The Ministry of Public Security shall study, develop and submit to the Government and the Prime Minister for promulgation: Decree on breakthrough mechanisms for the development of the Center for Innovation and Data Exploitation under the National Data Center, to be completed in the first quarter of 2026; mechanisms for the organization and operation of the Data Platform, to be completed in the second quarter of 2026; mechanisms and policies for data economic development, to be completed in the third quarter of 2026.

Ministers and Heads of sectors directly direct and take full responsibility before the Government and the Prime Minister for the progress of implementation, quality, and efficiency of operation of centers and databases; promote the creation, connection, and sharing of data, especially the National Database on cadres, civil servants, and public employees chaired by the Ministry of Home Affairs, to be completed in March 2026.

The social security database is chaired by the Ministry of Home Affairs, completed in June 2026. The asset and income control inspection database of cadres and civil servants is chaired by the Government Inspectorate, completed in June 2026.

The administrative violation handling database is chaired by the Ministry of Public Security, completed in Q4/2026, and the agricultural sector database is chaired by the Ministry of Agriculture and Environment, completed in Q3/2026. The health sector database is chaired by the Ministry of Health, completed in Q3/2026.

The Ministry of Public Security quickly put the National Data Center No. 1 into official operation; The Ministry of Public Security presides over and coordinates with businesses to label data, digitize data, and serve the development of Vietnam's autonomous AI platforms in 2026.

The Prime Minister also requested to drastically implement the Key State Administrative Reform Plan for the period 2026-2030, and promote cutting and simplifying administrative procedures.

Overcome the situation where agencies and organizations require people and businesses: Provide information already available in national and specialized databases, and provide authentication copies of personal information or documents that have been integrated and connected, shared on VNeID.

The Ministry of Finance prioritizes funding for human resource training; completes the review and allocation of centralized budget for key tasks in the first quarter of 2026, ensuring to maintain at least 3% of the total annual state budget expenditure for digital transformation.

The Prime Minister assigned the Government Office and the Ministry of Science and Technology to complete the development of a set of indicators (KPIs) to evaluate in real time ministries, agencies performing assigned tasks, as well as evaluate the implementation of Resolution 57 and resolutions of the Politburo.
