Standing Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong signed document No. 1752/TLĐ-QHLĐ requesting the Provincial and City Labor Federations; Central and equivalent Industry Trade Unions; Trade Unions of Corporations directly under the General Confederation and departments and units directly under the General Confederation to deploy propaganda on Directive No. 57-CT/TW dated December 31, 2025 of the Secretariat on strengthening network security, information security, and data security in the political system.
Protecting workers and civil servants in the digital environment
The dissemination of Directive No. 57 aims to contribute to raising awareness and responsibility of cadres, union members, workers, civil servants, laborers (CNVCLĐ) and the entire Trade Union system regarding network security, information security, and data security.
The Presidium of the Vietnam General Confederation of Labour proposed to focus on implementing a number of contents. In which, the Provincial and City Labor Federations; Central and equivalent Industry Trade Unions; Trade Unions of Corporations directly under the General Confederation of Labour organize information and propaganda work on Directive 57 in appropriate forms such as in newspapers, social networks, conferences, seminars, meetings, training and fostering, cadre training, publications...
The content of propaganda focuses on clarifying the meaning, importance, requirements, and tasks of ensuring network security, information security, and data security in the new period; clearly stating the roles and responsibilities of Trade Union levels and workers, civil servants and laborers. Propagating and highlighting the motto "Autonomy, self-reliance, and self-strengthening" in building network security potential, in which priority is given to mastering core technology and new technologies, which is a strategic task to protect national sovereignty in cyberspace; the head of the unit is directly and comprehensively responsible for ensuring network security and data security as a fundamental factor, a mandatory requirement right from the planning, design, construction, and operation of the information system; promoting discipline and order in the management and use of data and information systems; strengthening identification and handling of "junk" SIM cards, "virtual" accounts, and protecting workers, civil servants and laborers in the digital environment.
Propagating to improve institutions, policies and enhance the effectiveness and efficiency of state management of network security, information security, data security, ensuring synchronization and unity of the legal system, standards, and technical regulations, in which unifying focal points, clearly defining management responsibilities of each agency and unit. Attaching importance to investment, modernizing infrastructure, technology and technical solutions to ensure network security, prioritizing the development and use of "Make in Vietnam" products...
The content of propaganda needs to analyze and build a people's security posture associated with the all-people national defense posture in the solid cyberspace; develop potential, technology and human resources. Promote the role of trade union levels and workers, civil servants and laborers. Promote training, fostering, and developing high-quality network security human resources. Build a network security culture in trade union levels and the team of officials, union members, workers, civil servants and laborers, innovate digital skills education, and launch the Trade Union movement to protect network security.
Linking propaganda with training
The Presidium of the Vietnam General Confederation of Labour requested the Provincial and City Labor Federations; Central and equivalent Industry Trade Unions; Trade Unions of Corporations directly under the General Confederation to link propaganda to implement Directive 57 with the implementation of projects and programs for digital transformation, administrative reform and training programs for officials, union members, and workers. Guide and propagate officials, union members, and workers not to spread fake news, bad and toxic news, raise vigilance against fraud and cyber attacks, contributing to building a safe and sustainable digital society. Proactively grasp the ideological situation of officials, union members, and workers, orient public opinion at all levels of the Trade Union; promptly detect and commend advanced examples, good and effective practices, and spread them widely in the Trade Union system.
The Presidium of the VGCL also requested Lao Dong Newspaper and the Vietnam Trade Union Electronic Information Portal to closely follow the guidance and orientation of information and propaganda work on Directive 57, and pay attention to building in-depth articles.
Focus on propaganda to detect limitations, difficulties, and obstacles in implementation; promptly commend effective ways of doing things, typical individuals. Focus on exploiting official documentary information; strengthen positive information, proactively fight and refute false and hostile information and viewpoints in cyberspace.
