Accordingly, voters of Long An province continue to recommend that the Central Government promptly adjust the salary regime for cadres, civil servants, public employees and armed forces in the direction of adjusting the salary scale and salary coefficient to suit current reality. At the same time, promptly implement the salary reform roadmap in the spirit of Resolution No. 27-NQ/TW.
Regarding this content, Lao Dong's research shows that the Government has issued Decision No. 918/QD-TTg on the implementation plan of Conclusion No. 83-KL/TW dated June 21, 2024 of the Politburo and Resolution No. 142/2024/QH15 dated June 29, 2024 of the 7th Session of the 15th National Assembly on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.
In particular, the Government assigned the Ministry of Finance to synthesize the needs and sources and submit to competent authorities to supplement the missing funds due to the adjustment of basic salary and bonus regime.
At the same time, coordinate with relevant ministries and branches to propose to competent authorities to amend or abolish the special financial and income mechanisms of agencies and units that are applying special financial and income mechanisms; report to the National Assembly at the 9th Session of the 15th National Assembly.
Ministries, branches and agencies shall review and submit to competent authorities for amendment and supplementation of allowance regimes and special regimes for cadres, civil servants, public employees and armed forces, where any unreasonable conditions arise during the implementation process.
The Government also assigned the Ministry of Home Affairs to coordinate with the Central Organizing Committee and ministries, branches and localities to report to the Politburo through the system of job positions for cadres, civil servants and public employees in the political system.
The Ministry also coordinates with the Central Economic Committee, relevant ministries and agencies to study, evaluate and summarize Resolution No. 27-NQ/TW to suit the reality, to submit to the Central Committee for consideration and decision. Completion time is in 2026.
Ministries, branches and localities shall preside over and coordinate with the Ministry of Home Affairs, the Central Organizing Committee and relevant agencies to continue streamlining the organizational apparatus, reducing the payroll paid from the State budget, restructuring the staff, civil servants and public employees according to job positions, titles and leadership positions according to Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW, in conjunction with the requirements of reforming salary policy in Resolution No. 27-NQ/TW in 2024 and the following years.
Another important content is to perfect the salary increase regime. Accordingly, the Ministry of Home Affairs will coordinate with relevant ministries and agencies to study and submit to competent authorities to amend and supplement legal regulations on cadres, civil servants and public employees related to the salary increase regime, and extend the salary increase period for cadres, civil servants and public employees accordingly.
