On the morning of July 24, in Hanoi, General Secretary To Lam attended a meeting with meritorious people and historical witnesses on the occasion of the 78th anniversary of the War Invalids and Martyrs Day (July 27, 1945 - July 27, 2025) chaired by the Ministry of Home Affairs.
Speaking at the meeting, General Secretary To Lam generalized that the history of the Vietnamese people is an immortal epic about the indomitable will, indomitable spirit, steadfast patriotism and noble sacrifice of many generations.
Looking back over the past 78 years, the Party and the State have always paid attention to leading and directing the work of gratitude and repayment for war invalids, martyrs and people with meritorious services to the revolution.
The General Secretary reiterated the consistent viewpoint of the Party and State that "people with revolutionary contributions are the precious asset of the nation". It is a sacred symbol of Vietnamese patriotism and morality. The work of "repaying gratitude" and "remembering water when drinking" is not only a major policy, but also an order from the heart, political and moral responsibility of the entire political system and the whole society.
Preferential policies for meritorious people have been expanded, the lives of more than 9.2 million meritorious people and their relatives have been increasingly improved. Not only receiving subsidies, they also receive health care, priority for production land, support for housing improvement, vocational training, job creation and enjoyment of educational policies.
The General Secretary pointed out that more than 7,000 pending records have been resolved; 325 "Fatherland's Merit Certificates" were issued in the first 6 months of 2025; more than 34,000 gratitude houses were completed 3 months earlier than planned... The application of DNA appraisal technology has also helped accurately identify many martyrs.
"Yesterday, we received news that 5 martyrs have been identified and have returned to their families thanks to the application of modern technology" - the General Secretary shared.
To promote the achieved results and achievements, while continuing to promote the care of war invalids, sick soldiers, families of martyrs, and people with meritorious services to the revolution, in the coming time, the General Secretary requested all levels, sectors, and localities to focus on a number of key tasks.
Strongly promote the tradition of "Remembering the source of water when drinking", "Remembering the growers when eating fruit". Deeply grasp and effectively implement the Resolution of the 13th National Party Congress, Directive No. 14/CT-TW of the Secretariat on continuing to strengthen the Party's leadership in the work of people with revolutionary contributions; Resolution No. 42-NQ/TW dated November 24, 2023 of the Central Party Executive Committee...
Continue to review, improve and effectively implement preferential policies for people with revolutionary contributions. Proactively grasp the situation, resolve "reasonably" the proposals, thoughts, aspirations and legitimate rights of people with revolutionary contributions and their relatives.
Timely carry out administrative procedures in reviewing the recognition of meritorious people and paying preferential allowances to ensure smoothness, efficiency, and uninterruptedness when arranging administrative units and implementing the 2-level local government model.
The General Secretary also proposed to focus on the work of renovating and embellishing martyrs' graves, martyrs' cemeteries, and works commemorating martyrs; supporting the improvement of houses, construction, renovation, and upgrading of facilities for nurturing and nursing people with revolutionary contributions; paying attention to health care, education, vocational training, job creation, housing, etc. Promoting the role of the Vietnam Fatherland Front, socio-political organizations, professional social organizations, and people in caring for people with revolutionary contributions.
The General Secretary emphasized: "Immerged in the teachings of beloved Uncle Ho with great responsibility and deep affection, our Party, State and people wish to continue to take good care to soothe pain, absorb tears, and ease longing, so that the material and spiritual life of meritorious people will become better and better".
