Politburo member, National Assembly Chairman Tran Thanh Man signed and promulgated a Resolution regulating the reception of citizens, reception, classification, handling of petitions and supervision of the National Assembly and People's Councils (HPC) on resolving complaints, denunciations, recommendations, and reflections of agencies, organizations, and individuals.
Accordingly, this Resolution stipulates the order, procedures, and responsibilities of the National Assembly and People's Councils in receiving citizens, receiving, classifying, processing petitions and supervising the settlement of complaints, denunciations, petitions, and reflections of agencies, organizations, and individuals; information and reporting regimes and guaranteed conditions.
The Resolution also clearly stipulates the regime and policies for officials and civil servants receiving citizens, receiving, classifying, and handling complaints, denunciations, petitions, and reflections.
The payment of support for officials and civil servants receiving citizens, receiving, classifying, and handling applications is implemented as follows:
For cadres and civil servants receiving citizens and receiving, classifying, and processing petitions sent to the National Assembly, agencies of the National Assembly, and the National Assembly Delegation (NA deputies), they shall comply with the regulations of the National Assembly Standing Committee on a number of spending regimes to ensure the operation of the National Assembly;
For officials and civil servants receiving citizens and receiving, classifying, and handling petitions sent to the People's Council, the agency of the People's Council shall implement similarly to officials and civil servants of other agencies and organizations receiving citizens, receiving, classifying, and handling petitions according to the regulations of the Government and local authorities.
Regarding the training of professional knowledge and skills in receiving citizens, receiving, classifying, and handling applications, it is implemented as follows:
The Standing Committee of the Committee for Petitions and Supervision shall preside over and coordinate with relevant agencies and organizations to develop and promulgate the content of the program to foster professional and nghiep vu knowledge for cadres and civil servants receiving citizens, receiving, classifying, and handling petitions at the Ethnic Council, the National Assembly Committee, the National Assembly Delegation and the People's Council;
At the same time, coordinate to develop and issue a training plan for officials and civil servants receiving citizens, receiving, classifying, and handling petitions at the Ethnic Council, the National Assembly Committee, and the National Assembly Delegation;
The Standing Committee of the Provincial People's Council coordinates with relevant agencies and organizations to train professional knowledge and skills with cadres and civil servants in receiving citizens, receiving, classifying, and handling petitions at the People's Council in the locality;
The funding for professional and nghiep vu training for officials and civil servants receiving citizens, receiving, classifying, and handling applications is guaranteed by the state budget in accordance with the law.
