Deputy Prime Minister Pham Thi Thanh Tra signed Official Dispatch No. 159/TTg-CDS of the Prime Minister on reusing information and data that has been connected and shared to solve administrative procedures (TTHC) for people and businesses.
The official dispatch clearly stated that so far only 5 ministries have announced the scope of information in the database that is exploited and used to replace documents in the administrative procedure dossier component.
The re-announcement and re-publication of the above-mentioned APS mostly lacks information about the new procedures and implementation methods, so it has not created favorable conditions for implementation; national databases and specialized databases have not met the requirements of full, accurate, connected, and shared updates for exploitation.
Through surveys and grasping the situation at some Provincial and Commune-level Public Administrative Service Centers in the past, in the process of resolving administrative procedures, some agencies and organizations still require people and businesses to provide information and data already available in national databases, specialized databases, or provide personal information and documents integrated into the national electronic identification application (VNeID).
In the process of resolving work, some organizations that are not state administrative agencies (businesses, banks, water supply companies, schools...) require individuals to provide certified copies even though there are originals for comparison, or provide information in documents that have been integrated and shared from VNeID.
This situation shows inconsistency in applying the law, resolving administrative procedures and the work of agencies and organizations; reusing data in resolving administrative procedures is still limited, causing trouble and incurring costs for implementers...
Faced with the above situation, the Prime Minister requested:
Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and cities urgently complete and announce the restructuring of the process of resolving administrative procedures for administrative procedures whose dossier components are replaced by information on the databases specified in points a, b, d, clause 1 and point a, clause 2, Article 7 of Resolution No. 66. 7/2025/NQ-CP.
Direct agencies and affiliated units to regularly restructure the process of providing online public services in a simple and convenient direction, reusing information and data that has been connected and shared to solve administrative procedures.
Thoroughly understand that agencies, units, and individuals with competent authority to resolve administrative procedures under management should proactively exploit and reuse them and absolutely not require people and businesses to provide information already available in national databases, specialized databases, and documents that have been integrated and shared from VNeID.
Proactively coordinate with database management ministries to promptly handle cases of incomplete, incorrect, and unupdated information in the database.
Announcing and publicizing on the Electronic Information Portal, the National Public Service Portal and at the One-Stop Shop, the list of dossier components has been replaced by electronic data; accompanied by complete and specific instructions for people and businesses to know and supervise the implementation.
Strengthen propaganda to raise awareness of organizations and businesses under management, in the process of resolving work for individuals, not requiring individuals to certify information that has been and is shared from VNeID.
Enhance the responsibility of people and businesses to promptly reflect to the hotlines of ministries, branches, and localities in case they are required to provide information and documents mentioned above.
