Politburo member and Prime Minister Pham Minh Chinh has just signed and issued Official Dispatch No. 68/CD-TTg directing ministries, branches and localities to deploy the arrangement and handling of headquarters and facilities when implementing the arrangement of administrative units (ADUs) at all levels.
The Prime Minister requested Ministers, Heads of ministerial-level agencies, agencies under the Government, Chairmen of People's Committees of provinces and centrally run cities to immediately implement a number of key tasks.
In particular, proactively implementing the arrangement and regulation of housing and land facilities within the Ministry, central and local agencies to ensure working headquarters for agencies, organizations and units under management during the process of reorganizing administrative units at all levels.
Complete within 3 months from the date the project to reorganize the apparatus and the administrative unit is approved.
Based on the actual payroll, the actual number of cadres, civil servants, officials and employees after arranging, streamlining the apparatus and standards, norms of using working offices and non -business establishments to organize the review and evaluation of existing headquarters under the scope of management to reorganize, arrange and use the right objects, for the right purpose of use.
Prioritize the arrangement and assignment of health care, education, and community culture; have plans and solutions for management and handling immediately the arrangement of unused, ineffective, and improperly used offices according to the provisions of the law on the state budget and public assets, to prevent loss and waste of state assets.
At the same time, organize inspections, reviews, and assessments of headquarters works and projects under construction to review and take measures to handle each specific case according to authority and legal regulations.
Consider and carry out technical suspension procedures for items that cannot continue to be constructed to organize acceptance, handover, putting into use and settlement according to regulations. Absolutely do not waste the state budget, causing complaints.
Strengthen inspection and supervision of the management and use of public assets at agencies, organizations and units under authority; promptly report to the Prime Minister on issues arising beyond authority (if any).
During the implementation process, if there are any difficulties or problems, ministries, agencies and localities will promptly send documents to the Ministry of Finance for guidance.
Agencies, organizations and units review and strengthen accounting, management and use of public assets, ensure a complete and accurate inventory of existing cars and assets as a basis for handing over, receiving and making plans to handle surplus assets when implementing the arrangement of administrative units, to avoid loss of state assets during the arrangement process.
Ministers, heads of ministerial-level agencies, government agencies, and other central agencies, Chairmen of People's Committees of provinces and centrally run cities are responsible to the Government and the Prime Minister for the implementation of the above tasks; promptly report to competent authorities on arising issues beyond their authority.
