The Bao Loc - Lien Khuong Expressway project has officially started construction, creating a strategic connection, expanding the space for inter-regional economic development for the region.

Strategic "connection line", opening the axis for developing new economic space

On June 29, 2025, at the project intersection with National Highway 27 (Km192) in N'Thol Ha commune, Duc Trong district (Lam Dong province), Lam Dong Provincial People's Committee coordinated with a consortium of investors T&T Transport Infrastructure Investment and Development Company Limited, Phuong Trang Group Investment Joint Stock Company (FUTA Group), and Phuong Thanh Transport Investment and Construction Joint Stock Company, officially starting the Bao Loc - Lien Khuong expressway construction investment project under the public-private partnership method (phase 1).

The Bao Loc - Lien Khuong Expressway project is an extremely important final component of the Dau Giay - Lien Khuong Expressway - 1 of 10 national expressways in the Southern region approved by the Prime Minister in Plan 1454 dated September 1, 2021. This is a strategic artery route, contributing to connecting Ho Chi Minh City - Dong Nai - Bao Loc - Da Lat and expanding to seaports such as Phan Thiet, Cam Ranh, Phu My, Long Thanh airport and the entire South Central region.

The Bao Loc - Lien Khuong Expressway has a total length of 73.62 km, starting at Loc Phat Ward, Bao Loc City and ending at the intersection with the Lien Khuong - Prenn Expressway (leading to Da Lat City) in Hiep Thanh Commune, Duc Trong District. The expressway is designed with a scale of 4 lanes; in phase 1, the roadbed is 17m wide (4 lanes are limited, the speed is 80 km/h), when completed, the roadbed will be expanded to 24.75m with 4 complete expressway lanes (speed is designed at 100 km/h).

The project is invested under the public-private partnership (PPP) type of construction - business - transfer (BOT), with a total investment of VND 17,718 billion in phase 1. According to Decision No. 1323 dated June 22, 2025 of the Chairman of Lam Dong Provincial People's Committee, the consortium of investors including T&T Transport Infrastructure Investment and Development Company Limited - Phuong Trang Group Investment Joint Stock Company (FUTA Group) - Phuong Thanh Transport Investment and Construction Joint Stock Company has won the bid and was selected as the investor to implement this project. The construction period is expected to be 30 months, and after completion, the expressway will be operated and exploited to collect tolls for 19 years and 10 months before being transferred to the State for management.

When put into operation, the Bao Loc - Lien Khuong expressway will become the " chain" to complete the Dau Giay - Lien Khuong expressway axis, more than 200km long. This will be a high-speed traffic route that effectively connects Ho Chi Minh City to the center of Da Lat Plateau, helping to shorten travel time from 6 hours to about 3 hours, increasing transportation capacity and reducing pressure on National Highway 20, which is already overloaded and has many potential risks.

The route also opens up new development space for localities along the route such as Dong Nai, Bao Loc, Di Linh, Duc Trong - contributing to the formation of a chain of satellite urban areas, industrial parks, logistics centers and logistics services. This expressway also facilitates inter-regional tourism development, as well as promotes the circulation of goods between the Central Highlands and the key economic region in the South.

In particular, the Bao Loc - Lien Khuong route will be synchronized with the province's aviation infrastructure, notably Lien Khuong airport - one of the largest airports in the Central Highlands region, which is being planned to be upgraded to an international airport. The close connection between high-speed roads and air routes will form a modern transportation ecosystem, contributing to making Lam Dong a strategic transit center for the entire Southern Central Highlands - Central - Southeast coastal region.

In the context of the new Lam Dong province being formed on the basis of merging three potential localities, Lam Dong - Dak Nong - Binh Thuan, becoming the province with the largest area in the country, the Bao Loc - Lam Dong expressway is even more meaningful. Lam Dong province has the full advantage of geographical location from three sub-regions: plateau - favorable for developing high-tech agriculture and eco-tourism; midlands - rich in resources for the mining and energy industry; coastal areas - great potential for logistics, exports and renewable energy.

With that advantage, the Bao Loc - Lien Khuong expressway will not only be a key traffic project, but will become an axis for developing the multi-regional - multi-central - multi-industry economic space, connecting from the plateau to the sea, from the Central Highlands to national dynamic regions. This is the key to opening a new growth door, contributing to shaping the future of Lam Dong on the national development map.

Speaking at the event, Mr. Doan Tuan Anh, Chairman of the Board of Directors and General Director of Bao Loc - Lien Khuong Expressway BOT Joint Stock Company, representative of the investor consortium - pledged to focus all resources to implement the construction to ensure safety, quality and complete the project on schedule, in accordance with technical standards; respect and preserve the ecological environment, landscape, and people's lives along the route; long-term accompany Lam Dong province to effectively exploit infrastructure, develop ancillary services, and attract secondary investment.

The Bao Loc - Lien Khuong Expressway Project is not only a traffic route but also a development road, a symbol of the consensus, determination and aspiration to rise up of the Party Committee, government and people of Lam Dong. Each road opened is a newly opened horizon, each completed project is a solid step forward on the journey to bring the country far and high, emphasized the Chairman of Lam Dong Provincial People's Committee.

Speaking at the groundbreaking ceremony of the project, Mr. Nguyen Hoa Binh, Politburo member, Permanent Deputy Prime Minister of the Government affirmed that the Bao Loc - Lien Khuong expressway will be a strong lever, creating new momentum for the spearhead economic sectors of Lam Dong and neighboring provinces. The value of the Bao Loc - Lien Khuong expressway is not only located at nearly 74 km, but also unleashes potential for the entire strategic economic corridor of hundreds of kilometers, creating new growth momentum for the whole region.

The Permanent Deputy Prime Minister acknowledged and highly appreciated the capacity and experience of the Investor Joint Venture (including T&T Group, Phuong Trang Group - FUTA GROUP and Phuong Thanh Company) which has been selected to implement this key project; at the same time, he requested the People's Committee of Lam Dong province to focus on directing investors, supervisory consultants and contractors to maximize their sense of responsibility, implement the project to ensure progress, quality and safety; at the same time, the investor joint venture is required to uphold their sense of responsibility, focus all financial resources, human resources, the most modern machinery and equipment, organize construction to complete the project within 30 months as committed.

The start of the expressway at the turning point of provincial mergers is a signal showing Lam Dong's determination to realize the multi-center development space, reallocate growth poles and create new momentum for the Southern region. The project is also a concrete step in implementing the National Road Network Planning and the Central Highlands Planning for the period 2021 - 2030, with a vision to 2050 - towards a modern, synchronous transport infrastructure system and green - sustainable development.

The implementation of the Bao Loc - Lien Khuong Expressway is not only a step forward in transport infrastructure but also a testament to the pioneering role of the private economy in realizing national strategic goals.
