Dedicated to helping people realize their aspiration to escape poverty
The journey of more than 4 years of perseverance in overcoming poverty of Ms. Vo Thi Hoanh (in Tay An Hai village, Ly Son district) has always been accompanied by staff of the Social Policy Bank (SBV) in supporting her to borrow capital and effectively use preferential capital.
At the end of 2021, her family was still a near-poor household, her husband worked for hire on a cruise ship, and her children were all of school age, so the worry of " piece of rice, broken clothes" was always surrounding them. Ly Son District Social Policy Bank officials visited, learned about the situation and instructed the woman to borrow preferential capital to invest in renovating 1,500m2 of agricultural land, growing onions and garlic.
With an initial loan of 50 million VND, her family invested in buying plant varieties, drilled wells to get water to deeply irrigate the fields, thanks to which the family's economy gradually stabilized.
Recently, Ms. Hoanh continued to borrow 100 million VND from the VBSP to help newly escaped poverty households, to invest in purchasing offshore fishing gear. Currently, her family has built a spacious, spacious thatched house, and her children can study from place to place.

The family of Ms. Bui Thi Dung (also in Tay An Hai village) is a testament to her will to overcome difficulties and the spirit of sustainable enrichment in her homeland of islands. After many years of struggling with a difficult and deprived life, she boldly borrowed 100 million VND from the VBSP to support production and business households in disadvantaged areas. From borrowed capital, the family invested in buying onions, garlic, fertilizers to serve 2,000m2 of agricultural land... Thanks to her diligence and favorable progress in cultivating her fields, which helped the crop harvest, Ms. Dung's family not only improved their lives, but also accumulated and expanded production facilities.
The effectiveness of policy capital spreads in life
Director of the People's Credit Fund of Tran Van Nam district shared: The lives of people are increasingly improving from the capital that the People's Credit Fund implements every day. Although households have not borrowed capital, many households have written applications to escape poverty in the past. Since its establishment (2002) until now, the unit has focused on mobilizing all financial resources from many channels and many subjects, with many forms of organization to fully and promptly transfer preferential credit capital to the villages and to the right beneficiaries.
After 22 years of accompanying the poor and policy beneficiaries, the total capital of the Ly Son District Social Policy Bank reached 164 billion VND, an increase of 162 billion VND compared to 2003, of which the capital entrusted to the locality reached 23 billion VND. That result affirmed that Party committees and authorities at all levels in the island region have thoroughly grasped the content of Directive No. 40-CT/TW of the Secretariat on strengthening the Party's leadership in social policy credit. At the same time, closely direct the allocation of capital sources originating from the State budget to a single management unit, unify and strengthen the transfer of budget capital through the VBSP.
Policy capital is spread across the outpost island, which has become a " leverage" to escape poverty, arousing the desire to change lives and develop a sustainable economy to get rich for Ly Son people. The whole district has 10,547 poor households and policy beneficiaries receiving policy loans with a total amount of nearly 360 billion VND; total outstanding policy credit balance as of April 30, 2025 reached 164 billion VND, an increase of 75.098 billion VND compared to 2014, with 2,211 poor households and policy beneficiaries still in debt.
In the past 10 years, preferential capital has created conditions for 840 households to overcome poverty, 1,862 workers to create jobs from the National Employment Fund, workers to work abroad for a limited period; invested in the construction of 1,950 clean water projects and rural environmental sanitation, 17 houses for low-income people. The poverty rate in the district decreased each year by 0.5 - 1%.
It can be affirmed that after 10 years of strong and extensive implementation of Directive No. 40-CT/TW, preferential credit capital has been covered, spreading throughout the frontline island, truly becoming an effective tool, a breakthrough driving force contributing to helping the locality achieve many results in sustainable poverty reduction, economic development, and ensuring social security. Policy credit programs are a breakthrough driving force, helping the island district develop. The journey of policy credit in Ly Son island district continues, the district's Social Policy Bank will continue to strive to effectively implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period.
