On July 22, Ho Chi Minh City Power Corporation (EVNHCMC) and Industrial Investment and Development Group - JSC (Becamex Group) signed a Regulation on coordination in planning, investment, management and operation of power grids, electricity business and energy infrastructure development.
The signing of regulations aims to create a platform to improve the quality of electricity supply for industrial parks, and at the same time promote the development of green energy infrastructure to serve investment attraction.
Speaking at the ceremony, Mr. Pham Quoc Bao - Chairman of the Member Council of EVNHCMC - said that Becamex Group is an enterprise playing an important role in the development of industrial, urban and service infrastructure, and at the same time attracting many domestic and foreign investment projects. Becamex Group is also a large customer of EVNHCMC when the capacity of 110kV substations serving Becamex's industrial park system accounts for about 1/7 of the total 110kV power grid capacity managed by EVNHCMC.
From that reality, EVNHCMC determined that ensuring stable and continuous power supply for Becamex's industrial parks is a key task in the coming time. The Corporation has developed an investment plan in the next 2-3 years to complete the regional power grid.

According to the plan, by the end of 2026, EVNHCMC strives to automate 50% of 22kV power lines and aims for 100% by 2028. For the 110kV grid, the goal by 2028 is for the entire system to meet N-1 criteria to improve power supply reliability.
In addition to the investment roadmap, EVNHCMC will implement solutions to handle bottlenecks in the power system, and at the same time coordinate with relevant units to accelerate the progress of important power source and grid projects to improve power supply capacity for industrial parks.
According to the newly signed regulations, the two units will coordinate in planning and investing in power grids serving industrial parks, urban areas and services invested by Becamex; sharing SCADA/DMS system operation data; coordinating electricity business and implementing load adjustment (DR) programs.
The two sides also agreed to study and develop new energy models such as rooftop solar power, energy storage systems (BESS), cogenerated LNG gas power and energy efficiency solutions, in line with energy transition and sustainable development orientations. EVNHCMC and Becamex will maintain a mechanism of meetings every 6 months or extraordinary meetings when necessary to evaluate the results of the regulation implementation and promptly remove difficulties and obstacles.

Mr. Nguyen Van Hung - Chairman of the Board of Directors of Becamex Group - said that international investors, especially in the fields of semiconductor, artificial intelligence and data centers, are increasingly placing high requirements on stable, reliable power sources and green energy use. According to him, the signing of the regulation not only expands cooperation in the electricity sector but also creates a platform for the two sides to research and develop renewable energy solutions and modern energy infrastructure, meeting the requirements of new generation industrial parks.
Leaders of the two units expect that the combination of EVNHCMC's management and operation capacity of the power system with Becamex Group's industrial infrastructure development experience will contribute to the formation of a modern energy infrastructure system, meeting the requirements of green economic development, improving competitiveness and attracting investment in the new period.
