In the context of digital transformation becoming a core factor in the development strategy not only of businesses in particular but of the entire economy, the story of electronic invoices for each sale increasingly requires strict requirements for transparency in management and convenience in transactions, especially in petroleum trading at retail stores.
Following the success of implementing Decree No. 51/2010/ND-CP and Decree No. 123/2020/ND-CP, Vietnam National Petroleum Group (Petrolimex) continues to pioneer the successful implementation of the solution of issuing electronic invoices for petroleum sales to customers who are individuals not in business, in compliance with Decree No. 70/2025/ND-CP dated March 20, 2025 of the Government.
Improving transparency on electronic invoices for gasoline
On March 20, 2025, the Government issued Decree No. 70/2025/ND-CP, amending and supplementing a number of provisions in Decree No. 123/2020/ND-CP related to invoices and documents. Decree 70 with many new points aims to optimize the management of electronic invoices, while strictly completing the process of creating invoices for businesses to meet state management requirements.
In the context of the whole country determined to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, along with Resolution No. 03/NQ-CP of the Government on the action program to implement Resolution 57, Petrolimex has prepared to implement Decree 70/2025/ND-CP right at the time of take effect.
From June 1, 2025, the entire system of nearly 2,800 Petrolimex gas stations nationwide will simultaneously apply the process of issuing electronic invoices for gasoline sales according to Decree No. 70. Each petroleum sales invoice will be signed and sent directly to the tax authority immediately after the transaction is completed.
This process is operated through the ERP-SAP enterprise management system and the EGAS retail management system that automatically connects to the AGAS fuel pump data management system, ensuring accuracy, safety and transparency. Thanks to the integration of modern payment methods such as bank cards, e-wallets and QR codes, RFID... Petrolimex brings convenience, speed and safety to customers.
invoice management is also more convenient thanks to the feature of directly searching on the website hoadondi.gdt.gov.vn or via mobile application; supporting customers to prepare financial reports, accounts; simplifying tax declaration and payment procedures.
Affirming the courage and pioneering role of Petrolimex

Previously, Petrolimex was the first enterprise in the petroleum industry to successfully pilot the issuance of electronic invoices since January 1, 2018 under Decree No. 51/2010/ND-CP of the Government regulating invoices for goods sales and service provision; and was also the pioneer in issuing electronic invoices after each sale at the petroleum store system nationwide through an automatic technology solution platform, ensuring transparency, accuracy and convenience according to Decree No. 123/2020/ND-CP dated October 19, 2020.
Petrolimex's invoice issuance solution and process have been highly appreciated by state management agencies along with the satisfaction of customers nationwide. This could be one of the important bases for the Government and state management agencies to issue Decree 70 to optimize management, improve operational efficiency, create favorable conditions for consumers and transparency in business.
