Vietnam National Petroleum Group (Petrolimex/Group) is resolutely implementing Resolution 18-NQ/TW, closely following the direction of the Government and the Ministry of Finance on continuing to innovate, streamline the apparatus, and operate effectively and efficiently. In 2025, Petrolimex has carried out the work of organizing and arranging the apparatus from the Group's offices to member companies.
Pioneering the arrangement of the apparatus in accordance with provincial-level administrative units
The work of arranging and organizing the apparatus demonstrates the Group's pioneering role and proactive adaptation in accordance with the direction of General Secretary To Lam on innovation and streamlining the apparatus to be streamlined - compact - strong - efficient - effective - efficient. This is also a clear demonstration of the spirit of innovation and aspiration for sustainable development when Petrolimex aims to become the leading energy group in the country and the region.
Petrolimex will reorganize the apparatus from the corporation office to member companies in accordance with the principles, goals and requirements according to the conclusions of the Party Central Committee, Politburo, Secretariat, and Central Steering Committee summarizing Resolution 18-NQ/TW.
For petroleum companies, the group will merge and reduce focal points so that each province and city has only one company directly under the group, and at the same time manage the entire system of petroleum stores (CHXD) owned in that province and city. The name of the Petroleum Company after the arrangement is consistent with the name of the new provincial-level administrative unit. The company's headquarters after the arrangement will be located in the provincial-level political and administrative center.
The arrangement is carried out democratically, objectively, scientifically, close to the practical situation, aiming to improve operational efficiency, reduce costs, and create a new premise for continuing to organize good relationships with customers, partners and local authorities.
The process of arranging to maintain stability, inherit and develop the staff, minimize personnel disruption, ensure the rights of workers and especially not affect production and business activities, continuous supply of gasoline to the economy and people's consumption needs.
After the arrangement, the new organizational structure quickly operated stably, maintaining its position, increasing its ability to adapt to market fluctuations, and completing the set planning targets.
Reviewing and arranging the apparatus of parent companies - corporations
Improving the organizational, management, direction and operation capacity of the group's management block always plays an important role and leads the production and business activities of the entire Petrolimex system in the current period and in the coming time. The Group continues to review and re-evaluate the functions and tasks of the Departments to reduce focal points and speed up work processing according to the criteria of "Refined - Compact - Strong".
Pioneering in developing green energy and digital transformation
Member of the Government Party Committee, Party Committee Secretary, Chairman of the Board of Directors of Petrolimex Pham Van Thanh said that the group has resolutely and proactively implemented the Resettlement Project for the period 2021 - 2025.
This is part of a comprehensive development strategy, to ensure that Petrolimex is not only a petroleum supplier but also takes the lead in the fields of new energy and digital transformation. One of the key points of the Project is to arrange and thoroughly streamline the organizational apparatus, improve management efficiency and optimize business resources.
According to Mr. Thanh, in 2025, Petrolimex has been carrying out a series of important tasks, including divestment or merging with operating segments that have fulfilled their historical mission and are not in line with future development orientation. The initiative and pioneering restructuring help the group focus internal resources, attracting resources to core business activities, especially energy transition projects.
In addition, Petrolimex is gradually perfecting its organizational model according to modern governance principles, in accordance with international standards such as the Organization for Economic Cooperation and Development (OECD). The results achieved will create a streamlined and transparent governance system, optimize processes and improve operational efficiency of the entire Group.
To arrange and organize the apparatus to operate effectively - efficiently - efficiently, the Group's Board of Directors has resolutely implemented it on the principle of always putting the legitimate rights of employees first. The merger of units has been agreed upon in many meetings of the Party Committee and Board of Directors of the Group and is a necessary step according to the general policy of the Party and State.
