This merger not only changes the administrative map, but has brought new development potential to the fields. Accompanying this development is the work of poverty reduction, ensuring social security for the entire area from the Central Highlands to the South Central Coast.

Vice Chairman of Lam Dong Provincial People's Committee and Head of the Board of Directors of the Provincial Bank for Social Policies branch, Vo Ngoc Hiep, said: "Previous policy credit programs in the border highlands of Dak Nong, Lam Dong and the old Binh Thuan sea area continue to be fully implemented after the merger, making a practical contribution to the achievements of the cause of ensuring social security in the whole area".
According to the Director of the Lam Dong Provincial Social Policy Bank branch Nguyen Thi Ngoc Thu, with the attention of local Party committees and authorities, the close direction of superior banks, the State's preferential capital has gone down to the grassroots, to each poor household, each ethnic minority family, to be transparent, public and democratic.
By August 31, 2025, the total policy credit capital of the Lam Dong branch of the Vietnam Bank for Social Policies reached VND 17,460 billion, an increase of over VND 1,268 billion compared to the beginning of the year, of which the capital received for investment entrustment in the locality reached over VND 2,016 billion, accounting for 11.5% of the total capital, completing 176.3% of the assigned plan. Total outstanding loans of policy credit programs reached over VND17,515 billion, with 287,329 households borrowing capital.

Policy capital has created conditions for 11,855 poor households, near-poor households, and newly escaped poverty households to borrow capital; supported the creation of jobs for 15,486 workers; helped 9,637 HSSVs in difficult circumstances cover their study costs; built 24,835 clean water projects and standard toilets; helped 167 households build new, renovate, and repair houses according to Decree 100/2024/ND-CP; 183 people who have completed their prison sentences receive loans. It is estimated that by the end of 2025, there will be about 19,796 multidimensional poor households (equivalent to 2.27% of the total population of the province), a decrease of 15,638 households compared to 2024, equivalent to a decrease of 1.79%/year.
Activities at transaction points after the merger will continue to be maintained as before the arrangement of administrative units. By August 31, 2025, the unit will maintain the operation of 329 transaction points, in 124 communes, wards, and special zones as before the merger, of which 262 transaction points will be arranged in the premises of the headquarters of the People's Committee at the commune level (including 112 headquarters of the People's Committee at the new commune level, 150 People's Committees at the old commune level), the remaining 67 transaction points will be located in village halls, residential groups, cultural houses, etc.
To ensure smooth capital sources without interruption, the Lam Dong branch of the Social Policy Bank attaches importance to coordinating with the People's Committees of the new wards, creating favorable conditions for people in confirming loan applications and authorization procedures, so as not to encounter problems with administrative procedures. All transactions of the unit since the beginning of July have been organized on schedule, capital has been reached on site, ensuring the rights of the people, without disruption, affirmed Director of Lam Dong Provincial Social Policy Bank branch Nguyen Thi Ngoc Thu.

Along with that, the transaction offices also maintain and improve the quality of operations of 6,448 Savings and Loan Groups, proactively coordinate closely with the People's Committees of new communes, wards, and socio-political organizations to receive accurate and complete instructions on new transaction locations, fixed transaction schedules, transaction times, etc. of the VBSP after the merger, thereby helping people grasp to come to the transaction on time and on time.
In the coming time, the Lam Dong branch of the Social Policy Bank will continue to implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period; actively implement close coordination with the People's Committees of communes, wards and special zones to arrange transaction points in localities to ensure working conditions to maintain the development of the network of transaction points, transaction schedules, and transfer transaction sessions to neighboring villages, in the context that some old communes and wards have handed over their offices, ensuring uninterrupted policy credit activities of the people.
