Vice Chairman of the Provincial People's Committee and Head of the Provincial Board of Directors of the Social Policy Bank Le Trung Ho said: Policy credit plays an important role as a boost, supporting people to access preferential capital from the State and the Social Policy Bank, becoming an effective tool to ensure social security of the commune, contributing to becoming a fairly comprehensive province in the development of the Mekong Delta.
Acting Director of the Provincial Social Policy Bank branch Doan Cong Thiet shared: Thanks to the attention of local Party committees and authorities, the close direction of the superior Social Policy Bank, along with the spirit of efforts to overcome difficulties and creative approaches of the staff, the branch has established a unique credit management model that is effective and efficient, bringing all preferential capital from the State down to the grassroots, to each poor household and each ethnic minority family in a transparent, public and democratic manner.

This specific way of doing things has brought clear economic efficiency and has profound socio-political significance. To date, the branch has implemented 20 credit programs and a number of other projects entrusted by the locality, with more than 50,000 poor households and other policy beneficiaries accessing social policy credit capital.
In particular, supporting loans for production and business establishments, creating jobs for more than 14.9 thousand workers and creating conditions for 320 workers to work abroad for a limited period of time, 96 people who have completed their prison sentences have jobs, helping more than 782 HSSV in difficult circumstances borrow capital to study, more than 2,591 production and business households in disadvantaged areas and traders in disadvantaged areas borrow capital to invest in production and business, more than 16.9 thousand loans to build clean water facilities and rural environmental sanitation works were built and 28 customers borrowed capital to build and renovate houses, rent and buy social housing according to Government regulations.
By August 31, 2025, the total policy credit capital of the branch reached VND 12,925.8 billion. Of which, the capital received from the local budget reached nearly 1,200 billion VND, an increase of 311.2 billion VND compared to the beginning of the year. Total outstanding loans reached over VND 12,895 billion with 308,754 customers still in outstanding loans. Outstanding growth focuses on a number of major credit programs such as: Lending to poor households, near-poor households, newly escaped poverty households, clean water to clean the rural environment, lending to solve employment...
The branch always attaches importance to credit growth along with improving credit quality, so it regularly directs units in the system to synchronously implement solutions, focusing on full compliance with professional procedures, quality of transaction activities in communes, activities of the Savings and Loan Group, and debt settlement. In recent times, the branch has closely coordinated with socio-political organizations to receive the trust of organizing training, technical assistance, and instructing people on how to do business, how to use capital for production and business effectively. As a result, many borrowers have been able to repay their loans to banks in full, on time and escape poverty sustainably.
In addition, proactively monitor and promptly grasp the damage caused by natural disasters, floods, saline intrusion, Covid-19 pandemic, occurring in localities to promptly direct the transaction offices of the VBSP to coordinate with relevant parties to guide borrowers to prepare additional loan documents to overcome, restore production and business, and change jobs, helping people stabilize their lives.

Maintaining the flow of policy credit
In particular, the branch has actively advised Party committees and authorities at all levels to implement Directive No. 40-CT/TW and Directive No. 39-CT/TW of the Central Party Secretariat, the local budget capital entrusted through the VBSP has increased steadily over the years, creating more resources for implementing social policy credit.
Deputy Director of the Provincial Bank for Social Policies Branch Tran The Loan said: After the merger, although the province's area is large, the population is larger, the number of communes and wards has decreased significantly, the network of transaction points and transaction schedules with customers of the Social Policy Bank is still maintained, the preferential capital flow of the State is still guaranteed to operate regularly and smoothly, so as not to affect people's access to loans.
The branch has prioritized the arrangement of transaction points in newly established communes, the remaining transaction points are also arranged at the headquarters of the People's Committees of the old communes and wards and at the community cultural house in the neighborhood and village headquarters. Thanks to that, over the past 2 months, the VBSP transaction offices in the new An Giang province have continued to operate smoothly, without interruption or stagnation.

Through the network of 6,361 Savings and Loan Groups in hamlets and residential areas, branches have focused on transferring capital promptly and safely to facilities regardless of the border area, off the coastal beach and to each poor household, ethnic minority household to create the most favorable conditions to help people fully and promptly access the State's preferential capital.
Mr. Danh Kha in Quarter 2, An Bien Commune used preferential capital to convert the production model of 1 rice crop and 1 shrimp crop. Mr. Kha also took advantage of his free time and vacant land around his house to grow cucumbers, cucumbers, and sugar beans. Currently, his family earns 300 million VND/year from rice fields
In the coming time, the An Giang branch of the Social Policy Bank will continue to strive to implement Directive No. 39-CT/TW dated October 30, 2024 of the Secretariat on improving the effectiveness of social policy credit in the new period, ensuring a smooth preferential credit flow, serving the people in a favorable and easy manner.
