Recently, the police of Ward 13, District 3, Ho Chi Minh City has deployed a trial installation of a chip-based citizen identification card reader (CCCD) at the F88 transaction office at 349 Le Van Sy. This device is directly connected to the national population database and helps F88 quickly access important information about customers such as full name, permanent address, biometric comparison of the cardholder's face with the encoded portrait in the chip... All information retrieval results will be recorded by the police and thereby contribute to supporting the authorities to promptly detect cases of document forgery causing insecurity and disorder in the locality.
According to a representative of the VNPT Ho Chi Minh City Business Center, the hardware supplier, this device can read information from ID cards and chip-embedded CCCD cards. The ID card is a new identification document issued by the Ministry of Public Security from July 1, 2024, and compared to the chip-embedded CCCD issued from 2021, the new card integrates more information such as driver's license, vehicle registration, social insurance book, health insurance card, etc. This is necessary information in completing the mortgage loan application.
The leader of Ward 13 police said that this solution helps the authorities improve the effectiveness of crime prevention work, while helping businesses verify customer information more accurately. This is also the content of model 16 - deploying mobile verification devices and chip-based CCCD readers that are connected and synchronized with the national database on residents at business locations with security and order conditions. This model is part of project 06 deployed by the Ministry of Public Security from 2022 and following F88, Ward 13 police will deploy this solution to other pawnshops in the area.
F88's leaders said that the implementation of digital customer authentication has affirmed F88's spirit of compliance with the law and proactive support for authorities to ensure local security and order. Not only that, this solution also helps businesses shorten loan approval time.
Currently, loan approval time at F88 is fluctuating from 15 to 30 minutes and is expected to be reduced by 10% to 15%. This result will also benefit customers.
In addition, according to the State Bank's request, from July 1, 2024, credit institutions are required to implement new authentication measures in online payments on the Internet (Internet Banking, Mobile Banking). F88 is currently a distributor of loans from CIMB Bank, so authenticating information in this way will be very helpful in supporting customers to complete bank loan procedures.

F88's leadership representative affirmed that in the coming time, the unit will continue to coordinate with the police agencies of provinces and localities to deploy the installation of equipment and application of digital customer authentication solutions in the entire system of 830 transaction offices. Regarding progress, in 2025, it may focus on deployment in major cities such as Hanoi and Ho Chi Minh City.
This is not the first time F88 has installed CCCD card readers. Since the beginning of 2024, F88 has coordinated with Ninh Binh and Lao Cai police to test the installation of this device at some transaction offices.
