Vietcombank proposes long-term capital mobilization solutions, accompanying Hanoi in developing urban infrastructure in the period 2026 - 2030.

On September 12, 2026, in Hanoi, the Hanoi People's Committee coordinated with the State Bank of Vietnam to organize the Conference on Solutions to unlock financial and banking resources to serve the capital's economic growth in the period 2026 - 2030.

The conference was attended by leaders of ministries, sectors, management agencies, and major financial institutions to discuss solutions to mobilize resources to implement key projects of the Capital.

Vietcombank representatives attending the Conference included Mr. Le Quang Vinh - General Director, Mr. Bach Thanh Long - Deputy General Director and leaders of some Vietcombank units and branches in Hanoi.

Top financial institution stature: Pioneering in consulting and planning long-term capital solutions

At the Conference, Vietcombank continued to affirm its role as the key bank of the economy through strategic proposals to expand and diversify capital mobilization channels for Hanoi.

In particular, Vietcombank proposed to study the implementation of the capital bond issuance mechanism to create medium and long-term resources for infrastructure projects and key projects, contributing to reducing pressure on bank credit sources, and developing the capital market in a modern and sustainable direction.

In the presentation at the event, representatives of Vietcombank's leadership gave a comprehensive view of the capital problem of the Capital.

Currently, Hanoi city is entering a large-scale infrastructure investment phase with very high capital needs, especially for urban railway projects. The city plans to mobilize about 150,000 - 200,000 billion VND through the Capital bond channel in the period 2027 - 2030 to implement key projects.

Based on the process of coordinating research with the Hanoi Department of Finance on issuing capital bonds, Vietcombank has proposed solutions to increase the efficiency of this capital mobilization channel to reduce pressure on bank credit sources and promote modern capital market development, specifically such as: Completing product structure to create attractiveness for institutional and individual investors; policy solutions to improve liquidity in the secondary market...

Capital bonds when issued will be a pioneering model in creating new standards in the bond market.

In addition to policy proposals, Vietcombank is committed to continuing to accompany the city in the process of developing the issuance project, participating in organizing the implementation of the selected issuance plan and providing solutions to serve the transparent, safe and effective use of mobilized capital.

Expanding diverse capital flows: Together with Hanoi to build green and modern urban infrastructure

In parallel with researching long-term capital mobilization solutions, Vietcombank is also participating in, approaching or researching funding for many projects in the list of key projects of Hanoi city in the period 2026 - 2030.

Within the framework of the Conference, under the witness of leaders of Hanoi City People's Committee and the State Bank of Vietnam, Vietcombank and Hanoi Transport Corporation (Transerco) officially signed a Cooperation Agreement to finance the implementation of vehicle investment projects according to the Hanoi City's Plan to accelerate the conversion of electric buses.

According to the Agreement, Vietcombank is committed to being ready to finance a credit package worth 1,000 billion VND in 2026 and continue to consider accompanying Transerco in the overall investment plan of more than 3,600 billion VND to convert all 840 green buses and charging stations in the period 2026 - 2030.

Through comprehensive participation - from policy consulting to unlock the capital channel of Hanoi's bonds to directly financing infrastructure, technology, healthcare and green transportation projects, Vietcombank continues to affirm its position as a leading bank in Vietnam, pioneering in mobilizing and leading financial resources to serve national development.
