In response to the urgent need for quick, safe and secure data connection, serving people, businesses and authorities in the process of implementing the two-level government model nationwide, VNPT Group has proactively and synchronously deployed many information technology infrastructure solutions (ITs), contributing to promoting the national digital transformation process in a timely and effective manner.
One of VNPT's outstanding efforts is proactively upgrading the Internet transmission bandwidth by double, bringing outstanding connection speed to commune and ward-level administrative units. This upgrade not only helps process a large amount of data generated from online public service systems, but also creates conditions for the effective implementation of modern management and operation applications. Thanks to that, localities can operate IT systems smoothly, from receiving administrative records to organizing large-scale online meetings.
Specifically, the entire communication channel system and equipment for online meetings from the central to commune levels have been completed by VNPT and installed and operated smoothly at nearly 2,500 commune and ward bridges nationwide.
VNPT is also the unit in charge of implementing the administrative procedure settlement system, document management and post-merger operation system in 26 out of 34 provinces and cities. To meet the increased demand after the merger, VNPT has proactively upgraded its technical infrastructure and software, ensuring processing capacity nationwide. After only 1 month of implementation, the system has received and processed more than 2.3 million records, of which nearly 1.5 million records have been effectively resolved.
Not stopping there, VNPT also focuses on upgrading the National Data Interconnection Axis - considered a "lack of connection" for information connecting from the Central to the commune level. As of July 31, 2025, the system has recorded more than 11.7 million arising documents, with more than 2.8 million arrival and departure documents transmitted via the interconnector and VDXP data sharing platform.
In order to increase convenience for people and businesses, smart KIOSKs have been deployed by VNPT at the Commune/Ward Public Administration Centers. These devices allow users to easily look up, submit documents online, get a security number and evaluate satisfaction in just a few minutes of operation.
Another important step forward is VNPT's coordination with the Central Post Office (Ministry of Science and Technology) to pull cables and configure connections for nearly 2,500 specialized data transmission network channels of the Party. This system not only serves the direction and operation, but also contributes to ensuring widespread information transmission with absolute safety and security - a key requirement in national security protection and state management.
In the context of information security always being put first, VNPT has coordinated with communes and wards to survey, design and deploy the LAN-WAN- Internet network model that meets level II information security standards. This is a practical step to ensure comprehensive information security for the grassroots government system.
Notably, in just 1 month, the VNPTIR Smart service acceleration campaign brought virus terminal software and Windows and Office software copyright to more than 46,282 stations in local administrative units. This solution not only helps improve the capacity to protect cybersecurity, but also demonstrates the commitment to accompany provinces and cities to effectively implement Project 06 of the Government.
