Streamlining, decentralization associated with responsibility
On August 27, 2025, the Group's Board of Members issued Decision No. 99/QD-VNPT-HDTV-NL on officially merging Telecommunication Services Corporation (VNPT-VinaPhone) and Communications Corporation (VNPT-Media) to become accounting units under the Parent Company. This is a strategic step, aiming to rearrange the organizational model in a streamlined, efficient, and efficient manner, focusing more on the Group's long-term strategic goals. And VNPT Group officially implemented a comprehensive restructuring from October 1, 2025, marking an important milestone in VNPT's innovation process.

The restructuring of VNPT Group not only has strategic significance but is also an inevitable and objective requirement to meet the development requirements in the new period. The focus of this process is to reduce business and technical focal points in 34 provinces and cities; streamline intermediary levels; at the same time, strengthen decentralization, delegation of authority and clarify the responsibilities of each focal point in the system.
This is an important foundation for VNPT to gradually shift to an operating model in the digital environment, in which all activities are operated based on data, ensuring connectivity, transparency and the ability to respond quickly to market demand.
The core goal of restructuring is to improve customer experience, improve employee experience, while encouraging the spirit of innovation, creating conditions for each unit and individual to promote their proactive role in operations and service. Along with the maturity of internal digital transformation as well as the maturity of data, VNPT aims to build a modern management model, approaching the standards of excellent digital technology enterprises.

From October 1, 2025, VNPT's new production - business organization model will be officially put into operation. On that basis, the Group will comprehensively innovate both the management model and the production - business organization model, towards forming a smart, streamlined, flexible and highly adaptive organization. At the same time, the new model also ensures the principle of transparent governance, optimizing the efficiency of resource use in key areas, operating throughout and consistently from the Group level to local units.
Data management
In the context of strong digital transformation globally, VNPT has been transforming the entire management system according to the data-driven model. That is, all decisions from strategic planning, product design, to service operation are based on real-time data. Thanks to that, decisions are made faster, more objectively, minimizing the risk of dependence on personal feelings. More importantly, the data-based governance model helps VNPT improve transparency and strengthen competitiveness. This is both an inevitable requirement for long-term development and a factor to ensure VNPT maintains its position as a key enterprise in the Vietnamese IT industry.

This is the basis for forming an organizational culture of taking data as the center, aiming for real efficiency. On that foundation, VNPT has gradually built a flexible, smart, modern business model, realizing the goal of becoming a national digital enterprise as expected by the Government - VNPT General Director Huynh Quang Liem affirmed.
