Ms. Pham Thi Luyen, residing in Hamlet 8, the old Dien Lien Commune, now Quang Chau Commune after the merger, is also a typical example of the will to overcome difficulties and the spirit of getting rich right on the homeland. After many years of struggling with a difficult and deprived life, Ms. Luyen boldly borrowed 100 million VND from the loan program for households doing business in disadvantaged areas. The loan capital has been invested by the family to buy good seedlings and fertilizers to serve the in-depth cultivation of 500m2 of specialty fruit gardens such as grapefruit, oranges, jackfruit... Thanks to the support of loan capital, along with the diligence of labor, Ms. Luyen's VAC economic model has developed smoothly. The bumper harvest season not only helps Ms. Luyen's family improve their lives, but also accumulates experience and money to expand the production facility for complex crops and livestock.

Right from the first time of its establishment, with the support and close direction of the VBSP at the highest level, local government committees at all levels, the coordination of associations and unions entrusted, along with the spirit of efforts to overcome difficulties of the VBSP staff, many tasks implemented by the Dien Chau VBSP Transaction Office have achieved synchronization, ensuring smooth policy credit activities, without interruption, promptly meeting the loan aspirations of poor households, near-poor households, including households newly escaped poverty in Dien Chau district with 32 commune-level administrative units before the merger and now after the merger are 8 new communes.
In recent times, Dien Chau Social Policy Bank Transaction Office has been determined to actively implement solutions to focus on mobilizing capital from many channels, many sources and diverse forms, in which it values local budget capital and mobilized capital from organizations, businesses and individuals in the area. By September 30, 2025, Dien Chau Social Policy Bank Transaction Office had implemented 14 lending programs, nearly 7 times higher than in 2003, with a total lending capital reaching more than VND 1,100 billion, an increase of nearly VND 52 billion compared to the beginning of the year. According to Director of Dien Chau Social Policy Bank Transaction Office Nguyen Van Tuan, throughout the journey of participating in the implementation of sustainable poverty reduction, especially after more than 10 years of implementing Directive 40-CT/TW of the Secretariat on strengthening the Party's leadership over social policy credit, Dien Chau Social Policy Bank Transaction Office has made its mark as the unit with the largest outstanding debt in Nghe An province, with more than VND 1,000 billion, with 53,261 poor households, near-poor households, newly escaped poverty households borrowing capital and lending turnover reaching more than VND 1,837 billion, helping poor households and other disadvantaged households gradually escape poverty sustainably.

Thanks to that, in 10 years, Dien Chau recorded 75,128 households with capital for production and business, gradually escaping poverty; 2,888 households have eliminated temporary and dilapidated houses; 49,876 clean water projects and standard sanitation works have been built; nearly 24,528 HSSVs in difficult circumstances have borrowed capital to go to school; 3,659 workers borrowed capital to have jobs; 896 people went abroad to work... Policy credit has contributed significantly to helping the annual poverty rate in Dien Chau decrease from 5.2% in 2014 to 1.60% in 2024.
Secretary of the Dien Chau Commune Party Committee Ha Xuan Quang, former Secretary of the old Dien Chau District Party Committee, affirmed: Policy credit activities implemented by the VBSP are a profoundly humane solution, very suitable to reality and become a solid " supported" to help poor households, near-poor households, and newly escaped poverty households in Dien Chau cover their living expenses, continue to invest in production development, improve their lives, escape poverty, and get rich legitimately.
The journey of policy credit in the coastal plains of Dien Chau continues steadfastly and urgently.
