3 urgent resolutions of Quang Ninh after super storm No. 3

Quang Ninh - The 14th term People's Council of Quang Ninh province has passed 3 resolutions to support people and businesses severely affected by storm No. 3.

On September 23, at the 21st extraordinary meeting to make urgent decisions to overcome the consequences of storm No. 3, 3 resolutions were passed.

1. Resolution on a number of measures to support overcoming the consequences of storm No. 3 (storm Yagi) in Quang Ninh province in 2024, including:

- Support households whose houses have collapsed, are severely damaged and cannot be restored and need to be rebuilt at a rate of 100,000,000 VND/household. Households whose houses are severely damaged and the remaining part cannot be used for housing will be supported with housing repair costs at a rate of 50,000,000 VND/household. According to preliminary statistics, the whole province has over 102,800 houses with unroofed roofs, about 254 houses collapsed, nearly 5,000 houses flooded and landslides. In addition, there are many other damaged and damaged houses.

- Support 100% of tuition fees for preschool children, high school students, students studying general education programs studying at educational institutions in Quang Ninh province, except for primary school students in public schools and those who have enjoyed tuition support policies according to the province's regulations in the 2024-2025 school year to promptly share difficulties, support, and reduce the financial burden on parents and students so that schools can maintain attendance and discipline. The resolution affirmed the province's special attention and care for the cause of education and training and encouraged and motivated students to strive and study with peace of mind. The total support amount is about 167 billion VND.

- Partial support for the cost of salvaging production means of transport, which are ships and boats registered in Quang Ninh province and sank due to Storm No. 3 in 2024 (Storm Yagi) in Quang Ninh province, with a level of 15-50 million VND/ship, depending on the type. However, only ships and vehicles serving aquaculture are eligible for support. Support will not be considered for ships and boats that have purchased hull and hull insurance; ships and boats that do not strictly comply with storm prevention and control regulations or do not move or anchor in the correct anchorage location (area) or take shelter from storms as directed by the local Steering Committee for Natural Disaster Prevention and Search and Rescue. Support time: Strive to complete the support in November 2024.

2. Resolution on amending and supplementing a number of contents stipulated in Article 1 of Resolution No. 21/2021/NQ-HDND dated July 16, 2021 of the People's Council of Quang Ninh province regulating social assistance policies for social protection beneficiaries and other disadvantaged subjects in Quang Ninh province has been amended and supplemented in Clause 1, Article 1 of Resolution No. 08/2022/NQ-HDND dated December 9, 2022 of the People's Council of Quang Ninh province. The Provincial People's Council has decided to raise the provincial social assistance standard to VND 700,000/month (higher than the level prescribed by the Central Government) to ensure compliance with the provisions of law and the practical situation of the province after storm No. 3 directly affected the lives of more than 1 million people in Quang Ninh, including 46,000 people receiving monthly social assistance who are poor, near-poor households, and social protection beneficiaries.

3. Resolution on adjusting and allocating provincial budget expenditure estimates for 2024. Accordingly, the provincial budget for regular expenditures allocated to units and localities will be adjusted down due to cost savings, units no longer need or are unable to implement; the budget for overcoming the consequences of Storm No. 3 (Yagi), post-storm floods and implementing social security policies will be 1,000 billion VND.
