Requesting the Chairmen of the People's Committees of localities to closely monitor and promptly inform about the developments of floods, the impacts of floods, landslides to inform the people, coordinate with functional forces and local authorities to take proactive measures to prevent and avoid; review, evaluate, and grasp the situation, terrain, vulnerable locations, and places with high potential risks to take measures to handle and evacuate people to safe places.
Urgently review and count the damage caused by storm No. 3 and floods; classify affected subjects to compile a report immediately counting the number of people who have lost their homes; the number of people who have to temporarily stay in the next few days; the number of people receiving emergency relief (food, drinking water, medicine, clothes, etc.); proactively implement support measures according to authority and regulations; propose timely support mechanisms and policies so that people are guaranteed a safe and hygienic living environment in the short and long term.
The Department of Industry and Trade, the Department of Information and Communications, and the Quang Ninh Clean Water Joint Stock Company direct the urgent repair of power lines and power supply systems to serve production, business, and consumption; overcome damages, to provide telecommunications services to people and businesses as soon as possible; and ensure the supply of clean water to serve consumption in the province.
The Department of Finance shall preside over and coordinate with the Department of Planning and Investment to guide the use of the budget to repair and restore damaged and destroyed works that must be repaired, repaired, or replaced. At the same time, review existing support policies of the Central and the province to organize immediate support for the people. In the immediate future, the People's Committee of Quang Ninh province has decided to provide localities with support funds (phase 1) to overcome the damage caused by storm No. 3 and the rain and floods after the storm in the province with an amount of 180 billion VND. This is additional funding for localities to use together with local budgets and other legal sources to promptly overcome the consequences of rain and floods.
It is known that districts, towns and cities of Quang Ninh have proposed to support the cost of overcoming the consequences of storm No. 3 with a total amount of 850 billion VND; of which, Ha Long - the most severely damaged locality - proposed to support 500 billion VND.
