Article 36 of Decree 374/2025/ND-CP detailing a number of articles of the Law on Employment on unemployment insurance (effective from January 1, 2026) stipulates the responsibilities of the social insurance agency as follows:
1. Annually notify each employee of information about unemployment insurance contributions of employees.
2. Propagating and disseminating regimes, policies, and laws on unemployment insurance; guiding procedures for registering to participate and collecting unemployment insurance for employees and employers who are subject to unemployment insurance.
3. Organize unemployment insurance collection.
4. Provide information on the participation and payment of unemployment insurance of employees to public employment service organizations in the area, except for Social Insurance of the Ministry of National Defense and Social Insurance of the People's Police.
5. Payment of unemployment benefits; support for training and improving professional skills; support for training and fostering, improving professional skills to maintain employment for workers.
6. Stop paying for unemployment insurance benefits to maintain employment for employees when there is a decision from a competent authority.
Implementing the recovery of money to enjoy unemployment insurance benefits due to payment not in accordance with the decision to enjoy unemployment insurance benefits or payment not on time as prescribed or collecting unemployment insurance incorrectly leading to the settlement of enjoying unemployment insurance benefits in violation of regulations.
7. Issue health insurance cards and pay health insurance for people who are receiving unemployment benefits according to the provisions of law.
8. Manage and use the Unemployment Insurance Fund according to the provisions of law.
9. Implement measures to preserve and increase the Unemployment Insurance Fund according to the provisions of law.
10. Implement the transfer of unemployment insurance management expenses to the Ministry of Home Affairs according to regulations.
11. Organize the implementation of statistics and accounting work on unemployment insurance.
12. Coordinate with public employment service organizations in applying information technology, implementing electronic transactions in managing, confirming and resolving unemployment insurance regimes, storing records of unemployment insurance participants; ensure the connection, sharing, comparison, and exploitation of data on social insurance and unemployment insurance through the National Public Service Portal and specialized information systems in accordance with the law; and at the same time implement measures to ensure the safety and security of information and data of employees, maintain, update, and operate the information system stably and promptly handle or report to competent authorities to handle technical incidents arising during electronic transactions.
13. Provide complete and timely information on participation and payment of unemployment insurance; review and compare electronic data and social insurance books; report to competent authorities to adjust electronic data when requested by employees.
14. Provide documents and information related to unemployment insurance at the request of competent state agencies.
15. Resolve complaints and denunciations about the implementation of unemployment insurance according to the provisions of law.
16. Periodically every 6 months, before July 31 and annually before January 31, report to the Ministry of Finance and the Ministry of Home Affairs on the situation of revenue, expenditure, management and use of the Unemployment Insurance Fund in the first 6 months of the year and of the previous year.
17. Perform other responsibilities as prescribed by law.
Thus, from January 1, 2026, the social insurance agency has the above responsibilities in the field of unemployment insurance.
