Losing your driver's license but still on VNeID, can you drive on National Day September 2nd?

Clause 2, Article 1 of Circular 28/2024/TT-BCA of the Ministry of Public Security amending and supplementing Clause 3, Article 18 of Circular 32/2023/TT-BCA of the Ministry of Public Security stipulating the tasks, powers, forms, contents and procedures for patrolling, controlling, and handling administrative violations of road traffic by the Traffic Police, stipulates as follows:

a) In case the vehicle operator or vehicle owner presents information of documents that have been integrated and updated in the electronic identification card, electronic identification account on the National Identification Application (VNeID), in the database managed by the Ministry of Public Security, inspection and control are carried out through information in the electronic identification card, electronic identification account on VNeID, database;

Clause 1, Article 1 of Circular 28/2024/TT-BCA of the Ministry of Public Security amends and supplements point a, clause 2, Article 12 of Circular 32/2023/TT-BCA of the Ministry of Public Security as follows:

“a) Controlling documents related to people and vehicles, including:

Driver's license; certificate of fostering legal knowledge on road traffic, license, specialized motor vehicle driving certificate; vehicle registration certificate or certified copy of vehicle registration certificate with original receipt of the credit institution still valid (during the time the credit institution keeps the original vehicle registration certificate); inspection certificate, technical safety and environmental protection inspection stamp, confirmation of validity period of the inspection certificate and inspection stamp (for types of vehicles that are required to be inspected); certificate of compulsory civil liability insurance of motor vehicle owners and other necessary documents related to regulations (hereinafter referred to as documents);

When the information of documents has been integrated and updated in the electronic identification card, electronic identification account on VNeID, in the database managed by the Ministry of Public Security, inspection and control are carried out through information in the electronic identification card, electronic identification account on VNeID, database; the inspection of information of documents in the electronic identification card, electronic identification account on VNeID, database is as valuable as direct inspection of those documents;

Thus, even if you have lost your driver's license but still have the updated version on VNeID, you are still allowed to drive normally during the National Day holiday on September 2nd. In case you are checked by traffic police, you can present the updated driver's license on VNeID to replace the paper version.
