Commune-level cadres are rewarded according to Decree 73

The Lao Dong Newspaper Legal Consulting Office replied:

According to Point b, Clause 1, Article 2, Decree 73/2024/ND-CP, commune-level cadres specified in Clause 3, Article 4 of the Law on Cadres and Civil Servants 2008 (amended and supplemented by the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees 2019) are subjects subject to the bonus regime.

Clause 1, Article 5, Decree 33/2023/ND-CP stipulates: Commune-level civil servants specified in Clause 1, Article 2 of this Decree have the following titles:

1. Commune-level cadres specified in Clause 1, Article 2 of this Decree hold the following positions:

a) Party Committee Secretary and Deputy Secretary;

b) Chairman and Vice Chairman of the People's Council;

c) Chairman and Vice Chairman of the People's Committee;

d) Chairman of the Vietnam Fatherland Front Committee;

d) Secretary of the Ho Chi Minh Communist Youth Union;

e) President of the Vietnam Women's Union;

g) Chairman of the Vietnam Farmers' Union (applicable to communes, wards and towns with agricultural, forestry, fishery, fishery activities and with the Vietnam Farmers' Union);

h) Chairman of the Vietnam Veterans Association.

Thus, commune-level cadres with the above titles, if they meet the conditions, will enjoy the bonus regime according to Decree 73/2024/ND-CP as prescribed above.
