Commune-level cadres are allowed to quit their jobs according to Decree 178

The Lao Dong Newspaper Legal Consulting Office replied:

Point b, Clause 1, Article 2 of Decree 178/2024/ND-CP dated December 31, 2024 "On policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system" stipulates that commune-level cadres are one of the subjects of Decree 178/2024/ND-CP.

Clause 1, Article 5, Decree 33/2023/ND-CP stipulates: Commune-level civil servants specified in Clause 1, Article 2 of this Decree have the following titles:

1. Commune-level cadres specified in Clause 1, Article 2 of this Decree hold the following positions:

a) Party Committee Secretary and Deputy Secretary;

b) Chairman and Vice Chairman of the People's Council;

c) Chairman and Vice Chairman of the People's Committee;

d) Chairman of the Vietnam Fatherland Front Committee;

d) Secretary of the Ho Chi Minh Communist Youth Union;

e) President of the Vietnam Women's Union;

g) Chairman of the Vietnam Farmers' Union (applicable to communes, wards and towns with agricultural, forestry, fishery, fishery activities and with the Vietnam Farmers' Union);

h) Chairman of the Vietnam Veterans Association.

Thus, commune-level cadres with the above positions, if they meet the conditions, will be dismissed according to the provisions of Decree 178/2024/ND-CP.
