Clause 2, Article 9 of Circular No. 18/2024/TT-NHNN regulating the operation of bank cards, amended and supplemented by Clause 1, Article 2 of Circular 45/2025/TT-NHNN, effective from January 5, 2026, stipulates the procedures for issuing cards as follows:
2. Before signing a contract to issue and use cards at the request of customers, the card issuing organization (TCPHT) requires cardholders to provide full documents, information, and data to identify customers according to the provisions of the law on money laundering prevention and control and relevant legal provisions:
a) In case the individual customer is Vietnamese, TCPHT requires the customer to provide identification documents to identify the customer: Citizen identification card or identification card or Electronic identification card;
b) In case the individual customer is of Vietnamese origin and has not yet determined his/her nationality, TCPHT requires the customer to provide identification documents to identify the customer: ID card;
c) In case the individual customer is a foreigner, TCPHT requires the customer to provide identification documents to identify the customer: Passport or electronic identification (through accessing the level 02 electronic identification account) (if any). TCPHT requires customers to provide necessary documents to verify the period of permission to reside in Vietnam;
d) In case the customer organizes, TCPHT requires the customer to provide information, documents, and data to identify the customer according to the provisions of the law on money laundering prevention and combat and the provisions of this Article; including documents, information, and data of the legal representative of the organization or the authorized representative of the organization (hereinafter referred to as the legal representative) and the cardholders.
Thus, from January 5, 2026, customers need to provide all of the above documents, information, and data to open a bank card.
