Where to exceed the target
According to the report dated November 28 of the Thanh Hoa Provincial People's Committee, social housing projects are being implemented simultaneously, expected to complete 5,884 units in 2025, exceeding 12% of the target assigned by the Prime Minister.
Mr. Nguyen Manh Tuan - Head of the Department of Housing and Real Estate Market, Thanh Hoa Department of Construction - said that the whole province is implementing more than 10 social housing projects. Some projects have entered the final stage and will be completed in 2025, such as: Hoang Long Industrial and Urban Area Workers' Housing; Quang Thang Ward Social Housing Project (now Dong Quang Ward); Tan Thanh ECO3 Residential Area; Project No. 1 of social housing projects invested by Vingroup in Hac Thanh Ward.

According to Mr. Tuan, the province is speeding up many other projects to complete targets such as 1,968 units at Vingroup's No. 1 project; projects in Hac Thanh, Quang Phu, Ham Rong...
"Thanh Hoa province has prepared early and is determined to implement the Prime Minister's direction on building social housing, striving to exceed the assigned targets," said Mr. Tuan.
However, he also admitted that some investors were worried that they would not sell all, because at the same time, there were too many social housing projects being implemented in the old Thanh Hoa City.
In Nghe An, according to the report on November 28, the province has completed 2,488 social housing units and workers' housing in 3 major projects. In 2025 alone, the province strives to complete 2,548 more units - a figure far exceeding the target of 1,420 units assigned by the Government.
Mr. Pham Hong Quang - Director of Nghe An Department of Construction - said that the province identifies social housing as a key task in socio-economic development.
Nghe An is focusing on three groups of solutions: Reviewing and supplementing land use planning, ensuring a minimum of 20% of land fund in commercial projects for social housing. Encourage a low-rise social housing model in suburban areas to reduce costs and shorten construction time. Strengthen supervision, prevent delays and misuse of land.
According to a survey by Lao Dong reporters, social housing projects in Nghe An are traded evenly, buyers have many options, suitable for financial capacity and working position.

In Hue, in 2025, the city strives to complete 1,200 social housing units under the Government's 1 million apartment program. By the beginning of July 2025, Hue had completed 700/1,200 units, reaching more than 58% of the target for the whole year.
The projects are being rushed to reach the finish line, but according to the locality's assessment, the possibility of completing all 1,200 units in 2025 is very difficult. The completed projects have been instructed by the authorities to complete procedures according to regulations.
Slow progress, hardship in building social housing
In contrast to Thanh Hoa and Nghe An, many North Central localities are struggling to implement social housing.
In Ha Tinh, despite land allocation, calling for investors still faces many difficulties. According to Decision 338/QD-TTg dated April 3, 2023, Ha Tinh was assigned by the Government to 3,700 social housing units for the period 2021 - 2030, with a yearly plan: 688 units will be completed in 2026; 500 units in 2027; 600 units in 2028; 800 units in 2029 and 960 units in 2030.
To implement the plan, the province has arranged 4 land plots, nearly 80 hectares, and proposed to build social housing. However, in 2025, only the pilot project on social housing in Thach Linh ward, phase 2 (Ha Tinh Development Investment Fund as investor) was started on August 19, 2025, expected to be completed after 20 months.
The implementation of the target of 3,700 units will still mainly be in the following years, while according to the Ha Tinh Department of Construction, the demand for social housing in the locality increased by 20% compared to the previous year, concentrated in urban areas.

In Quang Tri, after the merger of provinces, the demand for social housing increased sharply when many cadres and employees changed their workplaces. The bridge is large but the supply is very limited, leading to a situation of "brokers", "reserving goodwill" against regulations.
According to Decision 444/QD-TTg, Quang Tri is allocated 9,100 social housing units for the period 2025 - 2030. According to the Department of Construction, to date, only 2 projects are eligible for sale, of which the social housing project at Nam Dong Ha Commercial - Service Urban Area (Nam Dong Ha ward) is the first social housing project, with 142 apartments.
According to the Quang Tri Department of Construction, the whole province is implementing 10 social housing projects, a total of 6,512 apartments. However, the slow progress of implementation has caused the supply to not meet demand; some projects have been reported to have customers "ment" to "ment" in violation of regulations.
According to Mr. Nguyen Manh Tuan - Head of Housing and Real Estate Market Department, Thanh Hoa Department of Construction, if localities in the area complete the targets assigned by the Government, thousands of workers and low-income people will have the opportunity to access suitable housing, contributing to stabilizing the real estate market, limiting speculation and creating a long-term settlement foundation for workers.
