The Lao Dong Newspaper Legal Consulting Office replied:
Clause 3, Article 6 of Circular 14/2024/TT-BCA of the Ministry of Public Security stipulates that based on the requirements and tasks of ensuring security and order at the grassroots level, local police will develop plans and organize drills for forces participating in protecting security and order at the grassroots level in accordance with assigned tasks in the following situations:
a) Directly detect violations of the law on security, order, social evils, and domestic violence in the area under his/her responsibility;
b) Participating with the Commune-level Police in checking the population, temporary residence, and temporary absence; grasping demographic information in the area under their charge; grasping information about the activities of business establishments in industries and professions investing in business with conditions on security and order; detecting violations of regulations on management and use of fireworks, weapons, explosives, and support tools;
c) Participating in mobilizing and educating people who have committed illegal acts and are residing at the facility;
d) Support for fire prevention, fighting, rescue;
d) Protecting the scene, protecting security, order, and providing first aid to victims;
e) Arrest of a wanted criminal in absent-minded manner;
g) Resolve conflicts among the people;
h) Participating with the Commune-level Police in patrolling to ensure security and order; traffic flow and resolution;
i) Some other situations directly serving the performance of duties of forces participating in protecting security and order at the grassroots level.
Thus, the forces participating in protecting security and order at the grassroots level will carry out the above drills.
