Clause 4, Article 16, Law on Forces Participating in Security and Order Protection at the Grassroots Level stipulates the duties of members of the Security and Order Protection Team as follows:

a) Head of the Security and Order Protection Team for management and operation of the Security and Order Protection Team; report on the situation and results of performing assigned tasks and be responsible to the Commune-level Police for the activities of the Security and Order Protection Team; assign tasks to members of the Security and Order Protection Team;

b) Deputy Head of Security Protection Group and Order performing tasks under the assignment of the Head of the Security and Order Protection Group; manage and manage the activities of the security and order protection group without the absence of the leader or the leader or authorized by the leader;

c) Members of the Security and Order Protection Team perform the duties of the forces participating in protecting security and order at the grassroots level under the management and assignment of the Team Leader and Deputy Team Leader of the Security and Order Protection Team;

d) Team leader, Deputy Head of the Security and Order Protection Team to perform the duties of the Team Leader, Deputy Team Leader of the Civil Defense Team according to the provisions of law on fire prevention and fighting, rescue and relief.

Thus, the leader of the security and order protection team at the grassroots level is responsible to the commune -level police for the operation of the security and order protection team, not responsible to the village head according to the above provisions.
