Clause 2, Article 14 of the Capital Law 2026 (effective from July 1, 2026) stipulates the assurance of order and safety in the Capital as follows:
2. The City People's Council stipulates the cessation of providing electricity and water services to works, production and business establishments to ensure security, order, and social safety in the City in the following cases:
a) Construction works contrary to planning, construction works without construction permits in cases where construction permits are required according to regulations or construction is contrary to the content in the construction permit; construction works contrary to the approved construction design in cases where construction permits are exempted;
b) Construction works on encroached or occupied land according to the provisions of land law;
c) Construction works subject to appraisal or design appraisal for fire prevention and fighting but organized for construction without a certificate or appraisal document or design appraisal document for fire prevention and fighting from a specialized management agency;
d) Construction works not in accordance with the fire prevention and fighting design that has been appraised or evaluated;
e) Construction works, construction works sections, construction works items, production, business, and service establishments that have not yet had a written approval of fire prevention and fighting acceptance results from specialized management agencies but have been put into operation;
e) Nightclub service business establishments, karaoke service business establishments that do not ensure fire prevention and fighting safety conditions;
g) Production, business establishments, construction works violating in the field of environmental protection without implementing the request to stop the violation, the decision of the competent authority on suspension of operation or remedial measures;
h) The project falls under the case of demolition and has an emergency relocation decision from a competent authority.
Thus, from July 1, 2026, Hanoi City may stop providing electricity and water services to works, production and business establishments to ensure security, order, and social safety in the above cases.
