Clause 2 and Clause 3, Article 62 of the Law on Road Traffic Order and Safety No. 36/2024/QH1 (effective from January 1, 2025) stipulate that a person with a driving license can have his/her driving license changed or reissued in the following cases:
a) Lost driving license;
b) The driving license is damaged and no longer usable;
c) Before the expiration date stated on the driving license;
d) Change the information on the driver's license;
d) Foreign driving license issued by a competent authority of a foreign country and still valid;
e) Driving license issued by the Ministry of National Defense or the Ministry of Public Security upon request or when the holder is no longer on defense or security duty.
3. Encourage the conversion of unlimited driving licenses issued before July 1, 2012 to driving licenses in accordance with the provisions of this Law.
Thus, driving licenses will be changed or reissued in the above cases.
