How to register military officers to retire from January 2026

Clause 1, Article 8, Decree 343/2025/ND-CP (effective from January 1, 2026), stipulates the registration of retired military officers as follows:

Within 05 working days from the date the subject specified in Clauses 1, 2, Article 2 of this Decree receives the decision on enjoying the monthly pension regime, submits the Registration Form for military officers retiring according to Form No. 05 in the Appendix issued with this Decree (issued by units at regimental level and equivalent or higher managing officers before retirement) together with a copy of the decision on enjoying the monthly pension regime of Military Social Insurance to the People's Committee at commune level (Command Military Committee at commune level) where they are permanently residing in the form of direct or through postal services or on an electronic medium for initial registration.

In case a retired military officer changes his permanent residence, within 02 working days from the date of receiving the request for changing the subject's permanent residence according to Form No. 06a in the Appendix issued with this Decree, the Commune People's Committee where the subject is permanently residing before the change is responsible for sending the Letter of Introduction according to Form No. 06b in the Appendix issued with this Decree to the Commune People's Committee (Commune Military Command) where the subject's new permanent residence is through postal services or on the electronic environment for management and implementation of the regime. For subjects specified in Clause 1 and Points a, b, c, Clause 2, Article 2 of this Decree, before retirement, they are managed by units under the Ministry of National Defense stationed in Hanoi city, when changing their permanent residence (transferring to or leaving Hanoi city), the Commune People's Committee where the subject is permanently residing before the change sends the letter of introduction according to the above regulations to the Commune People's Committee where the
