Is it necessary to change the citizen identification card when merging communes and wards?

Clause 1, Article 24 of the 2023 Identity Card Law stipulates cases of issuing and renewing ID cards, including:

a) Cases specified in Clause 1, Article 21 of this Law (Vietnamese citizens who have been issued an ID card must carry out procedures for re-issuance of an ID card when they are 14 years old, 25 years old, 40 years old and 60 years old - PV).

b) Change or correct information about surname, middle name, birth name; date, month, year of birth;

c) Changing identity; supplementing information about facial photos, fingerprints; re-determining gender or gender conversion according to the provisions of law;

d) There are errors in the information printed on the ID card;

e) At the request of the person granted the ID card when the information on the ID card changes due to the arrangement of administrative units;

e) Re-establishing personal identification numbers;

g) When the person issued with the ID card requests it.

Clause 1, Article 21 of Resolution 35/2023/UBTVQH15, stipulates the conversion of documents for individuals and organizations as follows: Types of documents that have been issued by competent authorities to individuals, citizens, and organizations before rearranging according to the old administrative unit, if they have not expired according to regulations, are still allowed to continue to be used.

Clause 2, Article 10 of Resolution 190/2025/QH15, stipulates as follows: It is not allowed to require organizations and individuals to carry out procedures for re-issuance of documents that have been issued by competent agencies and positions before implementing the arrangement of the state apparatus when these documents have not expired, unless otherwise provided by law.

Thus, when merging communes, people are not required to change citizen ID cards if the citizen ID card is still valid.
