Procedures for renewing expired citizen ID cards on VNeID

Article 21 of the 2023 Identity Card Law stipulates as follows:

1. Vietnamese citizens who have been issued ID cards must carry out procedures for re-issuance of ID cards when they are 14 years old, 25 years old, 40 years old and 60 years old.

2. ID cards that have been issued, renewed, or re-issued within 02 years before the age of re-issuance of ID cards specified in Clause 1 of this Article are valid until the next age of re-issuance of ID cards.

Clause 10, Article 5 of Decree 58/2026/ND-CP (effective from March 15, 2026) stipulates the amendment and supplementation of Clause 2, Article 21 of Decree No. 70/2024/ND-CP detailing a number of articles and measures to implement the Law on Citizen Identification as follows:

2. Order and procedures for issuing, renewing, and re-issuing ID cards through the National Public Service Portal or the National Identification Application (VNeID):

a) Citizens choose procedures, check their information is exploited in the National Population Database. In case the information is accurate, register the time and ID card management agency to carry out the procedures, the system will confirm and automatically transfer the citizen's request to the ID card management agency where the citizen requests to issue, exchange, or reissue an ID card, except for the cases specified in Point b of this clause;

Citizens come to the ID card management agency according to the registered time and place to carry out procedures for issuing, renewing, and re-issuing ID cards according to the order and procedures specified in Clause 1 of this Article.

Point b, Clause 10, Article 5 of Decree 58/2026/ND-CP stipulates: In case of loss of an ID card or the ID card is damaged and unusable or re-issuance of an ID card due to changes in administrative boundaries, the procedure of re-issuance is chosen, checking their information is exploited in the National Population Database. In case the information is accurate, confirm and transfer the dossier requesting re-issuance of the ID card to the ID card management agency for consideration and resolution of re-issuance of the ID card according to the provisions of Clause 4, Article 25 of the Law on ID cards;

Thus, to carry out ID card re-issuance on the VNeID application, you must have level 2 VNeID. People who want to re-issue their ID card should follow the following steps:

- Step 1: Log in to your VNeID account (level 2), select Administrative procedures, then select Renew ID card.

- Step 2: Select New Creation request, then select Self or Declaration on behalf of others depending on the need to exchange for yourself or others.

- Step 3: Click Check information and fill in the information as required and then click Continue.

- Step 4: When the phone screen displays the information of the person requesting a citizen identification card renewal, check the information again, if the information is correct, check the box "I guarantee..." and press Send dossier to complete the registration.

- Step 5: Go to the correct police station and the registered appointment to complete procedures related to the re-issuance of ID cards such as taking facial photos, collecting fingerprint biometrics, irises.
