Clause 3, Article 5, Decree 58/2026/ND-CP (effective from March 15, 2026) stipulates the amendment and supplementation of Clause 6, Article 5, Decree No. 70/2024/ND-CP detailing a number of articles and measures to implement the Law on Citizen Identification as follows:
6. The commune-level police where citizens reside are responsible for collecting and updating information about citizens residing in the managed area into the National Population Database from resolving procedures for registration, declaration, adjustment of citizens' residence information; management books on residence; archives; from resolving the issuance, renewal, re-issuance of ID cards; coordinating with competent authorities to collect and update citizen information from the Electronic Civil Status Database or civil status management papers and books. In case the above information, papers, and documents about citizens are not available or incomplete, they can be collected and updated from citizens through the Population Information Collection Sheet, the Application Form for resolving ID procedures.
Thus, from March 15, 2026, commune police are responsible for collecting and updating information about citizens residing in the managed area into the National Population Database.
